The Human Resources Department is excited to announce an opportunity to join our dynamic Strategic Support Division as a full-time Senior Analyst! In this highly impactful role, you’ll work under the guidance of the HR Administrative Officer and the HR Executive Leadership Team to help shape and elevate the City of San José’s Human Resources Information Systems (HRIS), currently powered by People Soft.

This is a collaborative, forward-thinking position that works across HR Employment, Benefits, Strategic Support, Finance-Payroll, the Office of Employee Relations (OER), and Information Technology (IT). As our next Senior Analyst, you’ll be a key problem-solver and system innovator-leading technical enhancements, testing upgrades, implementing new functionality, configuring system changes, and conducting the analysis needed to support recruitment, benefits and compensation, and performance management.

You will also ensure that union-negotiated changes and payroll updates are accurately implemented within People Soft. With HR’s growing focus on data-driven decision-making, this position plays a pivotal role in understanding People Soft tables and system architecture to ensure our reporting - whether internal dashboards or citywide datasets - is complete, accurate, and reliable.
You’ll also dive into the critical connection between Neo Gov (the City’s Applicant Tracking System and future Learning Management System) and People Soft. Understanding how data flows between the two systems—and ensuring that information is pushed and pulled seamlessly—will be an important part of your portfolio. This role works in close partnership with another Senior Analyst within the Strategic Support HRIS team, providing cross-training and backup to ensure continuity across both sides of People Soft’s functionality.

  • System configuration for Benefits Administration as related to change of benefits plans and/or providers, Memorandum of Agreement (MOA) changes, compliance, etc.

  • System configuration on HRIS for Human Resources as related to pay, probation,ations, MOA changes.

  • Work with and coordinate efforts with Payroll and I.T. related to administration of leaves of absences (Vacation, Executive, Personal, Sick, FMLA/CFRA, etc.)

  • Time & Labor:
    Coordinate with Payroll on changes to Time and Labor Work groups and Time Reporter configuration due to MOA changes, or new/deleted job classifications.

  • Benefits Provider Implementation:
    In coordination with IT, lead the technical and operational implementation of new benefit providers, ensuring proper system setup, testing, and integration of electronic data interchanges (EDI).

  • Provide analysis and support by researching and resolving HRIS problems, unexpected results, and process errors.

  • Monitor and update HRIS system settings and configurations to ensure compliance with Federal, State, and City regulations.

  • Work with benefits providers, I.T. Staff, and HR Staff to establish and maintain electronic data interchanges, including support of employee and manager self-service functions.

  • Lead HR effort for HRIS system upgrades, including testing and post-implementation communication and monitoring.

  • HR Representative for necessary meetings with IT, OER, HR, Finance and with the HRIS software contractors.

  • Create/maintain HRIS Software queries and reports- often requiring SQL coding.
