The City of San Gabriel is recruiting for a Human Resources Specialist. The Human Resources Specialist is an integral position within the Human Resources Department and plays an important role throughout the organization. IDEAL CANDIDATE

The ideal candidate has outstanding character, integrity, work ethic, attitude, and more than two (2) years of increasingly responsible technical or administrative experience in a human resources discipline. The ideal candidate also seeks a challenging assignment and is innovative, intelligent, technically astute, organized, resourceful, compassionate, and committed to public service excellence.

POSITION SUMMARY

Under the direction of the Human Resources Director, the Human Resources Specialist performs a variety of highly sensitive and moderately complex human resources and risk management functions and participates in all aspects of the Human Resources Department. The following briefly describes the primary purpose and duties to be assigned to this position:

  • Serve as the City's lead training and development coordinator, and assist with the development, implementation, and administration of a comprehensive citywide employee training and development program.
  • Coordinate and administer all citywide mandated trainings.
  • Coordinate and administer a supplemental employee training and development program (elective training program).
  • Process and maintain the City's higher education tuition reimbursement program.
  • Assist the Personnel Bureau with employee matriculation, performance management, and record keeping.
  • Assist the Risk Management Bureau with workers' compensation and general liability claims administration.
  • Serve as a backup to the Benefits and Recruitment Bureaus.
  • Perform other related duties throughout the department or organization when needed.

Human Resources Specialist

Any combination of experience and education may be considered. The following lists the qualifications, knowledge, skills, and abilities that are either required or beneficial for this position:

  • High school diploma or GED equivalent is required.
  • Two (2) years of increasingly responsible administrative or technical work experience is required.
  • Bachelor's degree or higher in Public Administration, Human Resources Management, Organizational Development, or related field is very beneficial.
  • Demonstrable work experience in human resources management, organizational development, and/or risk management is very beneficial.
  • Professional certification (e.g., PSHRA, HRCI, SHRM) in Human Resources Management is beneficial.
  • Demonstrable work experience in local government is beneficial.
