Rental Assistance Program Manager
Tenderloin Housing Clinic
Responsibilities- Hire, train, direct, supervise, develop, evaluate, and performance‑manage staff and volunteers in accordance with THC policies and directives.
- Conduct regular meetings, supervisions, and trainings to motivate staff and volunteers, promote team building, and develop professional and technical skills.
- Ensure staff compliance with safety rules, policies, and procedures.
- Hold staff and volunteers accountable for high performance, teamwork, and quality customer service.
- Provide leadership, vision, and project direction that engenders trust and respect.
- Participate in the department’s leadership activities and management team meetings.
- Develop and nurture collaborative relationships with government agencies, other nonprofits, community‑based organizations, neighborhood groups, elected officials, landlords, and tenants.
- Stay updated on services and programs offered by CBOs and government agencies that may benefit clients.
- Develop and implement neighborhood outreach plans and leadership training programs for volunteers.
- Identify important neighborhood issues and civic events relevant to clients and implement campaigns to engage them.
- Supervise client case management, advocate for tenant rights, and coordinate community walk‑in hours and phone inquiries.
- Coordinate housing stabilization plans and assist clients in obtaining security deposits and housing referrals.
- Provide crisis intervention and short‑term case management services, counsel landlords, and maintain clear communication with clients and governmental institutions.
- Maintain client notes, program documentation, and RAP intake forms in required systems.
- Submit check requests for rental assistance and verify client information to avoid duplication in city systems.
- Compile reports as requested and respond to all phone messages, email requests, and staff inquiries promptly.
- BA/BS degree in a related field (preferred).
- At least 2 years of experience training and supervising staff.
- At least 2 years of experience leading community organizing campaigns.
- Strong commitment to social justice.
- Experience working effectively with diverse, low‑income, immigrant, homeless, and formerly homeless populations.
- Experience working with clients with mental health and substance use issues.
- Experience working with community coalitions.
- Proficient in Microsoft Office Suite.
- Ability to produce and analyze reports and write business correspondence.
- Ability to present information and respond to questions from managers, employees, clients, and the general public.
- Ability to read, understand, apply language, and make independent decisions based on policies and contracts.
- Demonstrated analytical, critical thinking, and problem‑solving skills.
- Conflict resolution experience.
- Demonstrated customer service skills.
- Proactive self‑starter with the ability to take initiative and follow through on goals.
- English proficiency; additional language skills strongly preferred.
- Ability to manage multiple projects with limited guidance in a fast‑paced environment and meet strict deadlines.
- Pass all post‑contingency offer background checks, reference checks, and TB screening clearances.
- Experience managing volunteers and working in non‑profit or public sectors preferred.
