Salary range: $80,000 - $130,000 per year. Hiring range for new employees is generally $80,000 - $105,000, DOE. The offer will consider the final candidate’s experience and the current salary level of employees in a similar role.

Position Overview
The District Manager supervises Buchanan (68‑unit), Eastern (201‑unit), and Western Park (183‑unit) properties—HUD and Tax Credit properties. The role requires a high level of organization, efficiency, knowledge of HUD and TCAC programs, and the ability to interface well with applicants and market units without subsidy. Candidates must have experience with TCAC and Tenant‑Based Section 8, a valid driver’s license, DMV clearance, a reliable vehicle, and own auto insurance.
Relocation assistance is preferred.
Responsibilities
Property Management
• Collect rents, make bank deposits, prepare, and submit accurate rent rolls.
• Enter all relevant transactions using site computer software and follow backup and transmission schedules.
• Verify incomes and comply with HUD, Tax Credit, or other regulations regarding income certifications and other documentation. Complete annual and interim re‑certifications and conduct annual unit inspections.
• Ensure security of all files and records.
• Maintain a waiting list, market units, and screen applicants according to guidelines.
• Prepare and process leases, security deposit agreements, inspections, and other forms for incoming residents. Conduct inspections for outgoing residents and prepare final closing statements.
• Supervise on‑site staff with input from the Regional Property Supervisor on pay changes, counseling, and performance evaluations.
• Maintain regular office hours and assume primary responsibility for tenant‑management relations.
• Process evictions with assistance from the Supervisor.
• Assist with the preparation of budgets, common area reconciliations, and calculation of tenant charges.
• Regularly process all invoices and submit to Accounting for payment.
• Ensure submission of vouchers by the 10th of the month for HUD properties.
• Walk the grounds daily, ensuring cleanliness and compliance with property standards.
• Assist the Regional Property Supervisor in developing specifications and obtaining bids from vendors/contractors.
• Purchase supplies not to exceed amount on employee contract without prior approval.
• Determine, track, and administer capital improvements, preventive maintenance, and replacement programs under the direction of the Regional Property Supervisor.
