Job Description
Project : PUBLIC POWER EXPANSION
The 0931 Manager III manages the City’s on-going negotiations, implementation of wholesale tariffs and related agreements with PG&E and certain work streams associated with the Public Power Expansion Project. This manager will directly supervise analytical staff performing technical analyses and oversee the work of some consultants.
The manager, working with the Deputy AGM, leads and coordinates regulatory activities related to transmission and distribution agreements and tariffs; financial and regulatory planning; and operational readiness assessments associated with acquisition of PG&E’s San Francisco electric assets. The manager also leads initiatives to perform various financial and load studies, analyses, and assessments; conduct operational gap assessments; prepare transition/workforce integration plans for the expanded public power utility;
and develop risk mitigation strategies that are consistent with Power's long-term goals and objectives.
The Public Power Expansion Project (Acquisition of PG&E electric distribution grid), entails various work streams including but not limited to six primary areas:
This position works with the Deputy AGM to develop strategic initiatives and maintain business continuity while planning for the expansion of the Public Power Utility. This includes discussion of progress on prior business plan goals, updates to strategic direction based on evolving circumstances (new tariff requirements, PG&E obstruction), and recommendations /revisions on future goals and project development.
ResponsibilitiesAdditional Duties and Responsibilities
- Lead efforts to negotiate and structure contracts for operating services and other business arrangements.
- Develop analytical tools to support decision-making, especially regarding cost-benefit assessments, risk management, and alternative business strategies.
- Develop long term planning strategies for operations as a fully integrated power utility serving all of San Francisco.
- Coordinate with Finance and Business Services groups on debt financing, credit ratings, financial planning, and capital investment.
This work requires the ability to work both independently and as part of team and may require delivering strong testimony or at a regulatory body, participating in negotiations, or speaking publicly in front of groups and/or in contentious settings.
QualificationsQualifications
Possession of a baccalaureate degree from an accredited college or university.
Five (5) years of professional work experience in the area of financial analysis of which three (3) years must include supervising professionals.
Substitution:
Additional qualifying experience as described above may be substituted for the required education on a year-for-year basis (up to two (2) years). Thirty (30) semester units or forty-five (45) quarter units equal one (1) year of work experience.

- Experience participating in regulatory proceedings or business negotiations that require extensive preparation, and the ability to adjust positions or “think on their feet”.
- Experience speaking in front of groups of people or briefing management/officials on technical and policy issues.
- Ability to speak persuasively, and to assert a well-reasoned position in a calm, professional manner.
