Construction Program Manager - CCTA (Finance)

Role Description

Arcadis seeks an experienced Construction Program Manager to oversee and coordinate a large‑scale heavy transportation project in California. The successful candidate will drive project execution, ensuring all construction activities are completed on time, within budget, and to the highest quality standards, while meeting safety and environmental regulations.

Role Accountabilities
  • Program Management:
    Serves as principal contact for the program/project; confers with department heads, division chiefs, members of professional staff, and other officials concerning programs, regulations, procedures, policies, etc.; represents the department in a variety of meetings involving program coordination or regulatory requirements; may serve on commissions or non‑profit boards as part of program service delivery.
  • Budget Management:
    Develop, manage, and control the project budget, ensuring cost‑effectiveness and efficiency.
  • Schedule Oversight:
    Establish and oversee project schedules, ensuring timely completion of all deliverables and milestones.
  • Stakeholder Engagement:
    Collaborate with stakeholders, including government agencies, contractors, engineers, and community representatives, to ensure project alignment and successful outcomes.
  • Risk Management:

    Identify potential risks and develop mitigation strategies to minimize impact on project delivery.
  • Quality Assurance:
    Implement quality management systems to ensure project deliverables meet established standards and specifications.
  • Safety Compliance:
    Ensure all construction activities comply with safety regulations and best practices to protect the workforce and community.
  • Resource Allocation:
    Coordinate and manage resources, including personnel, equipment, and materials, to optimize project efficiency.
  • Reporting:
    Prepare and present regular progress reports to senior management and stakeholders, highlighting key achievements and addressing any issues.
  • Contract Management:
    Oversee contract negotiations, administration, and compliance to ensure all parties meet their obligations.
Required Qualifications
  • Minimum of 10 years of experience in construction management, with at least 5 years in a program management role for large‑scale infrastructure projects.
  • Bachelor’s degree in Construction Management, Civil Engineering, or a related field. Master’s degree preferred.
  • Professional Engineering license in the State of California.
Key Skills and Attributes
  • Strong leadership and decision‑making abilities.
  • Familiar with tolling facilities program.
  • Excellent communication and interpersonal skills.
  • Proven ability to manage complex projects with multiple stakeholders.
  • Proficiency in project management software and tools.
  • Knowledge of California construction laws and system requirements is highly beneficial.
Preferred Qualifications
  • Progressive Design Build projects.
  • Caltrans and CCTA experience.
  • Experience in ITS & tolling solutions projects.
  • PMP or equivalent project management certification.

We offer nine paid holidays and 20 days PTO that accrue per year. The salary range for this position is $275,000 – $320,000.

Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
