Current exempt employees of the City and County of San Francisco, San Francisco Unified School District, or San Francisco City College who hold the Human Resources Analyst (1241) classification are invited to apply.

Summary of Duties

Under general supervision, performs professional‑level human resources work in the areas of recruitment, classification, compensation, employee relations, benefits, operations, diversity, equity, inclusion, and personnel training.

Key responsibilities include:

  • Administers and maintains the classification plan; designs and implements recruitment and selection plans; prepares class specifications; reviews requests to fill positions.
  • Collects and analyzes data for position allocation; interviews employees and supervisors to clarify job information.
  • Conducts classification and salary surveys; administers pay provisions; processes requests for special pay premiums.
  • Participates in collective bargaining research and reporting.
  • Produces lists of eligibles; conducts job analyses; develops selection devices; recommends passing scores.
  • Provides information to labor organizations, managers, employees, and the public; interprets HR rules and policies; investigates complaints.
  • Responds to appeals; prepares and submits reports to the Civil Service Commission.
  • Prepares written materials including letters, reports, memoranda, and forms.
  • Assists in developing, maintaining, and administering a departmental HR program; prepares reports and analyses data.
  • Evaluates requests for leave and ADA accommodation; administers hiring, onboarding, and layoff processes; administers employee discipline.
  • Negotiates resolutions to grievances; investigates serious misconduct; enforces MOUs.
  • Coordinates processing of HR transactions; directs and reviews preparation of requests to fill positions; tracks certification and selection process.
  • Implants diversity, equity and inclusion efforts; leads DEI benchmarking.
  • Trains and consults with City employees on supervision and leadership; conducts team building workshops.
  • Qualifications
    • Current Category 16, 17, or 18 Exempt Employee in Class 1241 who has worked at least 2,080 hours in Class 1241.
    • Baccalaureate degree from an accredited college or university.

    Education Substitution:
    Verifiable professional human resources work experience in one or more of the following areas may substitute for up to two years of the required education on a year‑for‑year basis: recruitment and selection; classification and compensation; employee and/or labor relations; benefits administration; human resources operations; diversity, equity, and inclusion; and personnel training.
