Job Summary

The Opiate Treatment Outpatient Program (OTOP), the OTOP Women’s Center, and the OTOP Mobile Methadone Van Program provide Medication Assisted Treatment (MAT) and counseling to opiate use disorder in conjunction with medical and psychiatric services. The target population for OTOP is low‑income, medically/psychiatrically compromised opiate dependent individuals who reside in San Francisco, primarily in the South of Market, Mission, Castro, and Tenderloin areas.

This includes a large proportion of African Americans and Latinos, gay, lesbian, bisexual, and transgender individuals, and women of childbearing age, pregnant women, and post‑partum women. The target population includes people of all ages, races, ethnicities, sexual orientations, gender identities, religions or spiritual ties, socioeconomic classes, partner statuses, and physical and mental disabilities. OTOP clients are low‑income and uninsured or underinsured.

This population has multiple layers of problems, including poly-drug abuse problems, psychiatric difficulties, life-threatening health problems, and significant cultural barriers to receiving proper care. This population is at especially high risk for HIV. Under the direct supervision of the Clinical Supervisor, the incumbent provides a range of social work counseling services to OTOP clients with multiple layers of instability and vulnerability including housing, financial, legal, medical care coordination, transportation, food and clothing.

Services are provided to all OTOP clients with priority given to HIV+ clients and clients with severe and persistent mental health issues. While OTOP is able to provide medical treatment for opiate use disorder and substance abuse counseling, this social work position is essential for successful treatment of client, retention in treatment, and engagement in community resources. All sites serve culturally diverse low- income opiate users with co-occurring psychiatric disorders.

The incumbent provides culturally appropriate social work services, including mental health screening, brief interventions, and treatment planning. Comprehensive training and clinical supervision hours are provided to support growth in clinical skills. The final salary and offer components are subject to additional approvals based on UC policy.

The salary range for this position is $29.79 - $38.74 (Hourly Rate).

Department Description

The UCSF Department of Psychiatry at Zuckerberg San Francisco General Hospital and Trauma Center (ZSFG) is dedicated to providing culturally competent services to the diverse patient population we serve. Providing a range of clinical services informed by evidence-based practices, the Department of Psychiatry provides care to thousands of patients each year. The Division of Substance Abuse and Addiction Medicine (DSAAM) provides multi-disciplinary consultation and treatment for patients with substance use disorders at San Francisco General Hospital (SFGH).

DSAAM provides opiate replacement therapy for heroin and other opiate addiction through the Opiate Treatment Outpatient Program (OTOP) at Ward 93 as a well-established and proven effective methadone treatment program.

Required Qualifications
  • Possession of a Bachelor's degree in social work from a program approved by the Council on Social Work Education, and 1 year of experience; or an equivalent combination of education and experience; and knowledge and abilities essential to the successful performance of the duties assigned to the position.
  • California State certification as an Alcohol/Drug Counselor and/or Registered as a Marriage & Family Therapist intern, Associate Social Worker intern, Professional Clinical Counselor intern.
  • Demonstrated skill and knowledge of HIV, assessment and treatment for opiate use/abuse/dependence.
