Job Summary

Under the leadership and supervision of the OTOP Intake & Counseling Services Director, the OTOP Intake Social Worker will play a key role in providing culturally responsive, trauma‑informed, person‑centered, harm‑reduction substance use counseling. Follow‑up care will be coordinated with OTOP’s interdisciplinary team and outside providers or supports based on individual participant needs and interests. The clinician will perform biopsychosocial needs assessments and utilize evidence‑based models of care—including CBT, solution‑focused therapy, motivational interviewing, relapse prevention planning, and case management—to support the identification, implementation, and monitoring of contingency management or motivational incentives based on participant goals.

In addition to standard OTOP Intake Counselor responsibilities, the clinician will work with the Intake Team and Deputy Medical Director to identify opportunities and interventions to improve patient services based on Community Advisory Board feedback and clinical data analysis.

The clinician may provide evidence‑based talk therapy and case management to a select cohort of patients having trouble accessing mental health/psychiatric services despite receiving referrals and demonstrated motivation for treatment engagement. Though the clinician’s main site will be SF General Hospital, cross‑coverage within the intake team may be required as needed, including at Bayview and jail sites.

Compensation

Salary range: $40.62 – $54.41 (Hourly Rate). Salary placement is based on experience, internal equity, and applicable labor union agreements. Final offer components are subject to additional approvals per UC policy.

Department Description

The UCSF Department of Psychiatry at Zuckerberg San Francisco General Hospital and Trauma Center is dedicated to providing culturally competent services to a diverse patient population. The Division of Substance Abuse and Addiction Medicine offers multidisciplinary consultation and treatment for patients with substance use disorders, including methadone treatment at San Francisco General Hospital. The Opiate Treatment Outpatient Program (OTOP) is expanding intake services to increase access to methadone treatment.

OTOP also supports patients in jail through partnership with San Francisco County Jail Health Services, offering substance use counseling while in custody to improve continuity of care.

Required Qualifications
  • Master's degree in Social Work, Counseling, or related field from an accredited institution and registration or eligibility for registration as an associate clinical social worker with the California Board of Behavioral Science Examiners (CSW I) or licensure as a clinical social worker (CSW II).
  • Knowledge and abilities essential to successful performance, including resourcefulness, effective written and oral communication, diplomacy, organizational and analytic skills.
  • Self‑directed, assertive, creative problem‑solving, systems planning, and patient care management.
  • Basic computer skills; experience with electronic health record systems (Methasoft, Avatar, Epic).
  • Ability to work collaboratively with interdisciplinary teams and provide age‑appropriate assessments, data interpretation, and interventions for all patients regardless of race, gender, religion, culture, or health status.
  • Excellent organizational and interpersonal skills, reliability, and attendance. Ability to work quickly and efficiently in a fast‑paced environment and adapt to policy changes.
  • Experience and knowledge in evidence‑based psychotherapy and substance use counseling for adults with OUD and related psychosocial stressors.
  • Reflective practice and independent work capabilities.
Preferred Qualifications
  • Experience with opioid use disorder treatment, including medications for OUD (MOUD).
  • Knowledge of federal, state, and city/county Opiate Treatment Program regulations, and HIPAA/42 CFR compliance.
  • Experience with perinatal mental health needs in the context of MOUD and family systems.
