The Pharmacy Consultant provides professional pharmacist consulting services to support the safe, compliant, and effective operation of the Health Center’s outpatient pharmacy (“Pharmacy”). This role supports compliance with HRSA Health Center Program requirements, Federal Tort Claims Act (FTCA) expectations, CMS Conditions of Participation, State Board of Pharmacy regulations, and DEA requirements. The Pharmacy Consultant functions in an advisory and oversight capacity and supports quality improvement, patient safety, and regulatory readiness consistent with Federally Qualified Health Center (FQHC) standards.
Essential Duties and Responsibilities Regulatory Compliance and HRSA Alignment- Ensure Pharmacy operations comply with federal, state, and local laws and regulations, including State Board of Pharmacy, CMS, DEA, and HRSA Health Center Program requirements (45 CFR Part 75 and Section 330 of the Public Health Service Act).
- Support the Health Center’s HRSA Scope of Project by ensuring pharmacy services are delivered in accordance with approved scope, site, and service delivery methods.
- Develop, review, and maintain Pharmacy policies and procedures to support medication safety, patient confidentiality, and continuity of care.
- Review and update controlled substance policies and workflows to ensure DEA compliance and support diversion prevention.
- Support HRSA Operational Site Visits (OSVs), FTCA risk management reviews, and other audits or accreditation processes as required.
- Conduct quarterly pharmacy inspections, or more frequently as needed, to assess compliance, medication safety, and operational performance.
- Monitor medication safety practices including labeling, storage, dispensing workflows, and documentation.
- Review medication errors, near misses, and adverse drug events; support root cause analysis and corrective action plans consistent with HRSA Quality Improvement/Quality Assurance (QI/QA) requirements.
- Provide oversight of pharmacy workflows including dispensing, inventory management, purchasing, and ordering.
- Monitor expiration date tracking, medication storage temperature logs, and medication recall processes to ensure patient safety and regulatory compliance.
- Provide training and education to providers, nurses, and clinical staff on new medications, formulary updates, and evidence-based prescribing guidelines.
- Educate staff on high-risk medications, controlled substances, and safe medication handling practices.
- Support ongoing staff competency and compliance with HRSA clinical quality and patient safety expectations.
- Prepare and submit written quarterly reports to Health Center leadership summarizing pharmacy audits, findings, risks, and recommendations.
- Provide data and documentation to support the Health Center’s QI/QA program and Performance Improvement activities.
- Collaborate with leadership and interdisciplinary teams to implement corrective actions and continuous improvement initiatives.
- Active, unrestricted Pharmacist license in the applicable state.
- Doctor of Pharmacy (Pharm
D) degree from an accredited school of pharmacy preferred. - Demonstrated experience with outpatient pharmacy operations and regulatory compliance.
- Experience working with FQHCs, community health centers, or safety-net settings strongly preferred.
- Knowledge of HRSA Health Center Program requirements, CMS regulations, and medication safety standards.
- Strong written communication, analytical, and organizational skills.
