Overview

City Build, an initiative under the Workforce Division of the Office of Economic and Workforce Development (OEWD), seeks a Senior Employment Liaison. City Build prepares San Franciscans for career opportunities in the construction industry through two programs:
City Build Pre-Apprenticeship Construction Training Programs and Construction Administration and Professional Services Academy. City Build provides ongoing assistance to graduates, local jobseekers, and construction employers through its Employment Network Services program (ENS). OEWD supports the City's economic vitality through neighborhood commercial corridors, workforce development, and related initiatives.

Appointment Type: Permanent Exempt (PEX) Appointment. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer.

Responsibilities

The Senior Employment Liaison performs professional technical duties in construction employment and training, including employer engagement and job development, trades skills assessment, project monitoring, program evaluation, staff supervision as directed, and leadership of the City Build portfolio of the On-Ramp Violence Prevention and Professional Services Academy. This role requires teamwork with the ability to work independently, build strong relationships with job seekers, City Build trainees, labor representatives, and contractors, and convey local hiring procedures one-on-one and in groups.

The position leads a team of Employment Liaisons and coordinates job placements, policy development, special training, and grant management within City Build programs.

The role covers high-visibility construction projects and oversight of City Build policies including the City’s First Source Hiring Program, Mandatory Local Hire for Construction, and HUD Section-HOPESF projects. The Senior Employment Liaison represents City Build at community meetings, and may work daytime and evening hours as needed.

Distinguishing Features

Positions in this class function at the senior journey level with significant coordinating and monitoring responsibility over grant-funded projects in City Build Academy, special training, program development, implementation and enhancement. This role may serve in a lead capacity for subordinate personnel.

Data and Reporting
  • Utilize the City’s vendor for electronic certified payroll reporting, Workforce Manager, and other jobseeker tracking tools.
  • Collect and evaluate qualitative and quantitative data through reporting systems.
  • Interpret federal, state and local policies and incorporate requirements into local workforce policies.
  • Prepare monthly, quarterly and ad-hoc sector and program data and performance analyses for senior management, Workforce Investment Board members, sector stakeholders and City Officials.
  • Assist in evaluating and recommending City Build’s strategies and vision with the Department’s Strategic Initiatives team.
  • Prepare reports, memoranda and correspondence; review monthly reports for contract compliance.
Employer, Stakeholder and Workforce System Engagement
  • Coordinate workforce sector stakeholders to connect local residents with sector employment.
  • Oversee sector collateral and public messaging; coordinate with the workforce system to ensure access to sector services.
  • Establish relationships with construction employers; conduct meetings, focus groups and round tables to gather workforce needs and promote sector initiatives.
  • Create individualized recruitment plans with employer partners to fill workforce needs.
  • Engage with city departments, union representatives, general contractors and community advocates to support City Build goals.
  • Engage diverse populations, including re-entry populations, public housing residents and public aid recipients.
