Department Information

The Public Advocate’s Office is the independent consumer advocate at the California Public Utilities Commission (CPUC). Its mandate is to obtain the lowest possible rates for utility services consistent with reliable and safe service levels and the state’s environmental goals.

The Office represents residential and small‑business ratepayer interests in Commission policy‑making proceedings and processes (e.g., workshops, rule makings, investigations, utility applications, hearings, advice letters, committee and stakeholder meetings, and other forums). The Electricity Planning & Policy Branch within the Public Advocate’s Office is seeking a Senior Regulatory Analyst to join its Procurement Cost Recovery team. In this role, you will investigate utility filings for compliance with procurement laws and reasonableness standards, draft persuasive testimony and comments to defend these standards, and represent California’s electricity customers in rate‑setting proceedings.

Under the general direction of the Program & Project Supervisor, the Public Utilities Regulatory Analyst V’s (PURA V) primary assignments involve regulatory oversight to ensure compliance in the Energy Resource Recovery Account process; forecast and trigger filings; and cost recovery and allocation methodologies. The PURA V leads the review and analysis of the most complex, varied, and sensitive studies, projects, and/or programs.

The PURA V independently conducts a variety of multi‑disciplinary, complex, technical, and analytical policy research and financial reviews, applying original approaches, methodologies, and frameworks; produces testimony in formal evidentiary hearings on technical and potentially controversial matters; leads or assists in negotiations to resolve issues in dispute during the settlement process; writes protests to advice letters and other filings; makes recommendations and presents ideas, research, and analysis orally and in writing, on a broad range of varied and complex public utility regulatory issues;
