About the Job:Program Design & Development - Probation Specialist Description
Under general direction, independently plans, contracts, directs, administers and implements Probation legislative, public information, training, research, employment, education, re‑entry and community‑based programs.
Distinguishing FeaturesProbation Specialist positions are located in various divisions/units within the Probation Department. This is the full journey‑level Probation class. Incumbents are typically subject‑matter generalists who have demonstrated possession of the intellectual abilities, management tools, and personal qualifications to succeed in a variety of Probation‑specific settings.
This classification requires knowledge of a variety of Probation programs and community resources, expertise in program design, evidence‑based practices, national trends in correctional research, curriculum design and classroom delivery, public speaking, press, public and social media coordination, and group facilitation.
This position is subject to the civil service examination process.

Under direction of the Division Director, Program Design and Development the Program Design and Development Probation Specialist will be responsible for the following:
Review and research national best practices and evidence‑based program alternatives, service delivery organizations and other work scope elements for possible AB109 program inclusion and Probation program design, as well as correctional statistics and trends in Probation.
Lead the development of AB109 and Probation related programs, including design methodology, based on national and international best evidence and practice principles, to ensure that sound and consistent program delivery is in place across all programs and initiatives; design program models, techniques, and systems to implement and evaluate pilots or current program effectiveness and to determine the need for program modifications.
Monitor and evaluates new or existing program designs; ensures compliance with CBO contract provisions and funding source regulatory compliance; recommends and facilitates implementation of procedural and operational changes to maximize service delivery, compliance, and revenue reimbursements.
Prepare quality evidence‑based written periodic and special reports, proposals, and information publications and/or correspondence, which effectively communicate findings, make clear recommendations, and identify areas for improvement.
Collaborate with relevant Departmental teams to ensure that funded programs and initiatives are implemented in accordance with Department and Government financial management requirements.
Independently develops Probation program alternatives, funding sources, service delivery organizations and other elements for integration potential with programs, prepares written reports, advises management and makes recommendations.
Interprets and applies a variety of policies, rules and regulations; provides information which may require tact and judgment to employees and others.
Acts as the County liaison and provides coordination with community‑based organizations and other service providers, County departments, state or other funding sources and community and business organizations, interacts with various planning councils or boards, answers questions and provides training and technical assistance as required.
Develops independent recommendations for assigned program areas that are aligned with the department’s strategic plan.
