Data Engineer, Data Science Manager
The Data Collection Program Manager will lead utility data collection programs supporting gas and electric engineering, operations, construction, and billing. This role requires a strong understanding of utility engineering principles, a conceptual understanding of RTK GPS and spatial data accuracy, the ability to translate field‑collected data into dashboards, reports, and insights, and a deep understanding of how engineering and field data flows into billing and invoicing processes.
The Program Manager uses data to drive decisions, advise clients, and ensure that collected data supports operational, engineering, financial, and regulatory outcomes.
Lead end‑to‑end utility data collection programs supporting gas and electric engineering initiatives, ensuring scope, schedule, and deliverables align with client and operational objectives.
Define data requirements and success metrics for field data initiatives in collaboration with engineering, construction, and operations teams.
Ensure collected data is structured, validated, and usable for engineering analysis, operations, reporting, and billing.
Use data trends and insights to guide program decisions, engineering prioritization, and continuous improvement.
RTK GPS & Data Accuracy OversightMaintain a working understanding of RTK GPS and high‑accuracy spatial data concepts, including accuracy thresholds and validation requirements relevant to utility engineering standards.
Ensure field teams and vendors collect data that meets required positional and attribute accuracy for gas and electric utility assets.
Review and interpret data quality outputs and QA/QC results to ensure reliability for engineering design validation, as‑builts, and asset records.
Act as the bridge between technical GIS and engineering teams and non‑technical stakeholders.
Oversee the development of GIS dashboards and analytical views that visualize field progress, asset condition, engineering status, and program performance.
Translate raw field and GIS data into actionable insights that support engineering decisions, construction planning, and operational prioritization.
Use dashboards and analytics to identify risks, trends, and improvement opportunities across gas and electric programs.
Support leadership decision‑making with data‑driven recommendations tied to engineering, safety, cost, and schedule outcomes.
Client Reporting & RecommendationsProduce client‑ready reports summarizing data collection results, engineering insights, trends, and key findings.
Provide clear recommendations and next steps based on analysis of collected data and utility engineering needs.
Communicate complex engineering, technical, and spatial data in a way that is understandable to business and operational audiences.
Support quarterly reviews, executive briefings, and ad‑hoc client requests.
Billing & Financial Data UnderstandingUnderstand how field‑collected, GIS, and engineering data feeds billing, invoicing, and cost recovery processes.
Partner with finance and billing teams to ensure data supports accurate invoicing, line‑item detail, and audit readiness.
Review data outputs used for billing validation, including engineering quantities, completion status, and work classifications.
Identify and resolve data discrepancies that may impact billing or revenue recognition.
REQUIRED QUALIFICATIONS5–8+ years of experience managing utility data collection, analytics, GIS, engineering support, or program management initiatives.
Strong understanding of gas and electric utility engineering environments, including field operations and construction workflows.
Strong conceptual understanding of RTK GPS and spatial data accuracy principles.
Proven experience building or overseeing dashboards and analytical reporting from field‑collected data.
Demonstrated ability to analyze data, make decisions, and provide actionable recommendations.
Experience supporting or interfacing with billing, invoicing, or financial reconciliation processes.
Strong client communication and stakeholder management skills.
PREFERRED QUALIFICATIONSExperience with BA/GIS platforms and dashboarding tools (e.g., ArcGIS Dashboards, Power BI).
Background supporting as‑built data, asset inventories, engineering records, or access road / infrastructure programs.
Experience working with vendors or contractors supporting data collection programs.
Nice to have:
Understanding of Remote Sensing technologies (e.g., LiDAR, imagery, aerial data) and how they complement field data collection and engineering analysis.
