Program and Division Description
The Children, Youth, Family and Transitional Age Youth services Division (CYFTAY) offers an array of services to low-income and underserved clients with multiple challenges and abilities:
Infants, toddlers, and preschool children, including those with special needs. Youth: including transitional age youth, pregnant/parenting teens and youth in the foster care system. Families: including low income, immigrant, monolingual, and homeless populations. The CYFTAY division offers multidisciplinary programs including Early Care and Education, Early Intervention/Inclusion, Family Support, Mental Health Services, Health, Nutrition, Wellness and Parenting Education Programming.
Position Summary
The Director of Early Intervention and Inclusion Programs provides strategic leadership, operational oversight, and program accountability for all Early Intervention (EI) and Inclusion services. This role ensures high-quality, equitable, and compliant services for children ages 0–5 and their families across home-, community-, and center-based settings.
The Director is responsible for program strategy, staff performance, productivity monitoring, contract compliance, budget oversight, and client outcomes. This leader ensures that Felton’s Early Intervention and Inclusion programs operate effectively, meet funding and regulatory requirements, maintain high levels of client satisfaction, and advance best practices in early childhood inclusion.
Programs under this role may include Early Connections (SEEDS), Speech and Language Therapy, Preschool Intervention, Developmental Screening, center-wide Social Emotional and Positive Behavior Supports, and other Inclusion Support services.
Key Responsibilities
Program Strategy, Design, and Oversight
Provides leadership for the design, implementation, evaluation, and continuous improvement of all Early Intervention and Inclusion programs.
Responsibilities:
- Lead strategic planning and program development aligned with Felton’s mission and strategic priorities.
- Oversee the implementation and quality of all Early Intervention and Inclusion services across home, community, and early learning environments.
- Ensure programs operate with clearly defined service models, program logic, and measurable outcomes.
- Identify opportunities to expand or improve services based on community need, data, and emerging best practices.
- Monitor service delivery and program quality to ensure children and families receive effective and equitable support.
Metrics of Success
- Programs meet 90–100% of contract deliverables annually
- Demonstrated year-over-year improvement in developmental outcomes for participating children
- Program expansion or innovation initiatives implemented annually
- High program retention and engagement rates for families
Program Operations and Quality Assurance
Ensures the effective day-to-day operation of EI and Inclusion programs and monitors quality across all services.
Responsibilities:
- Monitor service delivery across Early Intervention programs to ensure timely and effective support for children and families.
- Implement and oversee developmental screening systems using tools such as ASQ and other validated assessments.
- Ensure program fidelity to evidence-based practices in Early Intervention, Early Childhood Special Education, and Preschool Inclusion.
- Conduct program reviews and use data to inform improvements.
- Maintain strong operational systems for tracking services, outcomes, and documentation.
Metrics of Success
- 95% or higher screening completion rate for children in ECE programs
- Timely service delivery benchmarks met (90%+ compliance with timelines)
- Quality assurance reviews completed quarterly
- Positive outcomes demonstrated through child progress data and developmental gains
Staff Leadership, Supervision, and Workforce Development
Provides leadership, supervision, and professional development for a multidisciplinary team of Early Intervention and Inclusion staff.
Responsibilities:
- Supervise and support program managers, specialists, therapists, and other EI staff.
- Establish clear productivity, performance, and professional development expectations.
- Conduct regular supervision, coaching, and performance evaluations.
- Foster a reflective supervision model that supports staff learning and growth.
- Recruit, hire, onboard, train and retain high-quality staff.
- Oversee internship and student teacher placements when applicable.
