Procurement Specialist

We are seeking a highly organized and detail-oriented Contract and Procurement Specialist to manage the public agency procurement process, ensure cost-effective purchasing of materials, equipment, and services, and maintain strong relationships with suppliers and contractors. This role will also oversee contract package QA/QC and the client certification process, conducting thorough reviews after commission award to ensure accuracy, compliance, and completeness. The Specialist will route contract packages for all required reviews and approvals prior to issuing a notice to proceed.

The ideal candidate will have strong attention to detail, solid procurement knowledge, and the ability to work effectively in a fast-paced environment.

• Vendor Management
  :
  Identify, evaluate, and select suppliers based on quality, cost, and delivery capabilities. Develop and maintain strong relationships with key suppliers to ensure the timely delivery of goods and services.
• Procurement Process
  :
  Execute the full procurement cycle from purchase requisition to order fulfillment, including creating purchase orders, tracking deliveries, and resolving any discrepancies.
• Negotiation
  :
  Negotiate contracts, terms, and pricing with vendors and contractors to ensure the most favorable terms while maintaining quality standards.
• Cost Control
  :
  Monitor and analyze procurement costs, identify opportunities for cost savings, and work with internal stakeholders to implement strategies that optimize spending.
• Contract Compliance
  :
  Oversee contract package QA/QC and the client certification process, conducting thorough reviews after commission award to ensure accuracy, compliance, and completeness.
• Supplier Performance
  :
  Evaluate supplier performance on a regular basis and address any issues related to quality, delivery, or service.
• Cross-Functional Collaboration
  :
  Work closely with other departments, including finance, operations, and engineering, to understand procurement needs and ensure timely delivery of goods and services.

• Bachelor's degree in Business Administration, Supply Chain, or a related field.
• 4+ years of experience as a Procurement Professional.
• Procurement experience with public agency contracting.
• Understanding of legal aspects of contracts and procurement procedures.
• Proficiency in procurement software and ERP systems.
