Position: Track Laborer (Track person)

Maintaining efficiency and economy in operations management requires flexibility in job assignments. While each employee shall have a primary responsibility for the job in which that employee has been hired or later promoted to, each employee may be expected to perform other jobs from time to time.

Under the direction of the Track Supervisors, the Track person performs inspections and maintains the entire track and right-of-way structures of the San Diego Trolley, Inc. light rail vehicle system. Inspections and other track work is carried out within the guidelines established by regulating State and/or Federal agencies and must conform with Standard Operating Procedures in the Track Maintenance Manual. Essential duties include, but are not limited to, the following:

Essential Functions
  • Inspects and maintains the entire track and right-of-way structures. Inspection shall include, but is not limited to, rail, ties, tie plates, joints, hand throw and power switch layout, switch machine and switch stand operating mechanisms, switch points, frogs, rail fasteners, ballast, sub-soil, embankment, bridge structures, culverts and drainage on right-of-way.
  • Performs preventative, corrective and rehabilitative work on track and structures including, but not limited to, switch maintenance and adjustments, bridge repair, re-gauging, spot surfacing and spot lining.
  • Conducts appropriate inspections and other reports, as required.
  • Monitors track and/or structure contractor activities.

QUALIFICATIONS

Knowledge,

Skills and Abilities

Knowledge of or ability to learn MTS policies and regulations; ability to read, understand and apply MTS policies, regulations and union labor contracts; ability to write letters, memoranda and reports using clear, concise and grammatically correct English; ability to speak clearly, distinctly and effectively in person-to-person or small group situations using tact and diplomacy; ability to coordinate and initiate actions necessary to implement decisions and delegate responsibilities to appropriate personnel;

ability to establish and maintain priorities in order to complete assignments by deadlines without detailed instructions; skill in verifying the accuracy and completeness of forms and reports; knowledge of Microsoft Word and Excel and the ability to learn and use other software that MTS might have or acquire; knowledge of or ability to learn the principles of rehabilitation and maintenance of track structures;

ability to operate and maintain common track equipment, tools and vehicles.

Physical Requirements

The successful candidate must be able to fulfill the physical demands of the job such as walking, stooping, sitting, bending, reaching overhead and occasional lifting (must be able to lift up to 75 pounds). Must be able operate a motor vehicle and perform tasks involving manual dexterity, such as use of a computer and 10-key. Work may at times require more than 8 hours per day or require irregular hours to perform the essential duties of the position.

All work is done outside and employee may be subject to working in inclement weather conditions. Requires travel between agency locations and to external agencies.

Experience/Education/Certificates/License(s)

Must possess a high school diploma or equivalent.

Three or more years of experience working in construction, rehabilitation and/or maintenance of track and right-of-way structures.

Experience at a rapid transit system is desirable.

Must satisfactorily complete, with a passing grade of not less than “C”, the railway worker’s track education program within six (6) months from the date of employment, qualifying as a Certified Track Inspector.

Must have or be able to obtain and maintain a California Class B driver’s license.

GENERAL

Must satisfactorily pass all applicable examinations including, but not limited to, a pre-employment physical, drug screen and background check.

STARTING WAGE: $22.89 per hour (with incremental annual increases per the SMART Union)
