Overview
Epsilon Systems Solutions Inc. is seeking a full-time Facility Security Officer I (FSO I) in San Diego, CA. This position is responsible for overseeing and managing the security operations of the facility, developing and implementing security policies and procedures, conducting risk assessments, and ensuring compliance with applicable laws and regulations. The FSO I collaborates with internal stakeholders and external agencies to address security concerns and maintain a safe environment for employees and visitors.
The FSO will also serve as the Insider Threat Program Senior Official (ITPSO) and work closely with the security team based in San Diego.
- Direct, manage, and oversee the Industrial Security Program.
- Interface with all levels of personnel and government management to ensure security compliance with 32 CFR 117 (NISPOM), Contract Security Classification Specification (DD254), and Security Classification Guides.
- Review and implement requirements issued in DD254 and prepare Subcontractor DD254s.
- Interpret and administer existing policies and develop, document, implement, and communicate revisions to policies, processes, and procedures.
- Conduct security briefings, debriefings, and awareness training for on- and off-site personnel.
- Apply government regulations relevant to the protection of classified information and equipment.
- Conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, and implement security measures to meet requirements.
- Assist in assessing the security impact of new business and provide security considerations for proposals and transition planning.
- Coordinate with government agencies and customers for badges (CAC, DBIDS and others as needed) and facility access to restricted areas.
- Submit ShVR, DISS, and various visit requests for access to shipyards, ships, and facilities.
- Responsible for physical and personnel security and associated document control.
- Initiate personnel security clearances and periodic reinvestigations using NBIS and eAPP. Review and submit SF86.
- Conduct fingerprint scanning using the Secure Web Fingerprint Transmission (SWIFT) system.
- Enter and complete foreign travel in DISS.
- Perform other related duties as assigned.
- High school diploma and 3+ years’ experience as a Facility Security Officer (FSO).
- Must be a US citizen with active DoD Top Secret clearance.
- Strong interpersonal skills to facilitate trusted internal and external customer relations.
- Strong written and verbal communication skills with the ability to listen to and retain instructions.
- High degree of professionalism and attention to detail.
- Adaptable and able to juggle competing demands while prioritizing work in a dynamic environment.
- Knowledge of and experience with eAPP, NBIS, NISS, DISS, SWIFT, and NISPOM.
- Completion of CDSE FSO Program Management for Possessing Facilities Curriculum.
- Experience with SCI security requirements, including operating and maintaining a SCIF.
- Knowledge of DCID, ICD, and DoD Manuals.
- COMSEC knowledge and experience.
- Experience with Synchronized Predeployment and Operational Tracker (SPOT).
- Ability to obtain and maintain an active SCI clearance.
The pay range for this position is $80,000 to $95,000 per year. The estimate represents typical salary range based on experience, business considerations, local market conditions, internal equity, and candidate qualifications.
