Overview

Program Manager - Navy & Marine Corps. HDR employee-owners are fully engaged in creating a welcoming environment where each of us is valued and respected. The position encompasses identifying and securing new opportunities, maintaining client relationships, and providing technical leadership for Navy and Marine Corps master planning projects.

Responsibilities include guiding business development efforts and serving as the technical execution lead for Navy and Marine Corps master planning projects.

  • Overall responsibility for maintaining and coordinating client relationships for master planning, asset management, energy/resiliency, and GIS services for Navy and Marine Corps clients (MCICOM, other Major Commands, NAVFAC, Marine Corps contracting organizations, U.S. Army Corps of Engineers, MCIEAST, MCIWEST, and individual installations).
  • Identify, pursue, and secure new business opportunities within Navy and Marine Corps master planning and related real property programs to expand HDR’s market share.
  • Develop and maintain client relationships to ensure awareness of needs, requirements, and delivery issues across HDR service lines.
  • Ensure Client Development Plans are current, coordinated, and aligned with growth strategies.
  • Communicate upcoming opportunities, pursuits, and new service offerings; ensure timely tracking and entry into HDR’s enterprise business system.
  • Schedule and conduct periodic client management meetings with project managers, contract managers, and technical practice representatives.
  • Serve as client manager for key Navy and Marine Corps clients to ensure consistent engagement and quality service delivery.
  • Support Navy and Marine Corps client business development and cross-disciplinary pursuits, collaborating with HDR teams.
  • Identify and participate in key conferences and industry events that support Navy and Marine Corps-related business development.
  • Maintain awareness of project delivery, financial performance, and industry trends within the Navy and Marine Corps market sector.
  • Collaborate with Federal Business Group’s Navy and Marine Corps Client Development Leader, the Federal Marketing Team, and other HDR leaders to pursue capture efforts as Proposal Champion and align opportunities.
  • Coordinate with Federal Client Development Leaders (CDLs), Client Service Leads (CSLs), and Program Managers to align on pursuits.
  • Develop Navy and Marine Corps client-specific strategic goals and initiatives to drive growth.
  • Track and communicate Navy and Marine Corps client and industry trends, including funding priorities and future directions.
  • Support utilization of existing contract capacities for Navy and Marine Corps-related work.
  • Navy and Marine Corps Military Planning Technical Lead
  • Serve as the technical lead for Navy and Marine Corps master planning projects, guiding installation master plans, area development plans (ADPs), and real property projects.
  • Oversee staff assignments and project management to ensure efficient, high-quality planning and infrastructure development.
  • Ensure deliverables comply with Navy and Marine Corps policy, UFC, and DoD planning guidance.
  • Lead stakeholder engagement, facilitating charrettes, workshops, and planning sessions in support of project execution.
  • Mentor and train planning teams to meet client and customer expectations.
  • Conduct quality control and assurance to ensure technical accuracy and alignment with objectives.
  • Participate in project management, production tasks, and deliverables as needed to maintain proficiency and awareness of client missions and guidance.
Qualifications

Preferred Qualifications
  • 10 years of relevant experience leading client-focused teams, including hands-on business development with DoD and other Federal clients for A/E services.
