Fleet Readiness Directorate (FRD) is NAVWAR's focal point for maintenance, repair, installation, delivery, Cyber posture management and sustainment issues for the NAVWAR product line.
Installation management includes planning, integration, metrics, contracting, process improvement, analysis, reporting, execution, and other activities which support the installation of hardware (HW) and software (SW) products from across the SPAWAR Enterprise as well as from other SYSCOMs and organizations. FRD supports Fleet Commander, TYCOM, ISIC and unit level in conducting Cyber management of all SPAWAR and liaisons with sister SYSCOMs in the effectiveness and efficiency vulnerability management of networked systems.
FRD manages various in-service programs transitioned from PEOs and provides in-service sustainment advocacy through coordination with the Fleet Systems Engineering Teams (FSETs), Program Offices (PMWs), In-Service Engineering Agents (ISEAs), Fleet Support Teams, and Training Support. On this task order NAVWAR is acquiring program management, business management, and executive level support for the Office of the Chief Engineer (CHENG) (SPAWAR 5.0), the Acquisition and Program Management Competency (SPAWAR 6.0), the SPAWAR Fleet Readiness Directorate (FRD), and other SPAWAR Competencies.
Reporting to the Program Manager, the Data Analyst supports NAVWAR's mission and the Chief of Naval Operations' Get Real, Get Better (GRGB) initiative by providing data analytics, workflow automation, and process-improvement solutions on the NAVWAR 5.0, 6.0 FRD Professional Support Services (PSS) contract. This position is located in San Diego, CA. What You'll Do
* Analyze existing command processes to identify bottlenecks and inefficiencies. Design and implement automated workflows using tools within the M365 suite (e.g., Power Automate) to reduce administrative burdens, minimize human error, and free up personnel to focus on higher-value war fighting tasks. This directly supports the GRGB principle of fixing problems at their root.
* Analyze, cleanse, and aggregate data from disparate business and operational systems (e.g., maintenance, personnel, financial). The objective is to break down data silos and create curated, reliable datasets that provide a complete and unvarnished picture of performance, eliminating the "five different answers to the same question" problem.
* Design data architectures that promote accessibility, security, and interoperability.
* Develop prototypes and proofs-of-concept to demonstrate the "art of the possible" to leadership and the workforce, fostering buy-in and encouraging a culture that values data as a strategic asset.
* Draft policy and governance recommendations that enable, rather than hinder, the secure and effective use of data and low-code tools, empowering sailors and civilians to solve their own problems.
* Implement and support user-friendly data visualization tools (e.g., Power BI) to create intuitive dashboards. These dashboards will provide clear, immediate feedback on performance metrics, allowing teams to "Get Real" about their status in near-real-time.
* Implement and champion the use of low-code/no-code application platforms within the Government's IT environment. This empowers the workforce to build their own simple applications and automated workflows, fostering a culture of innovation and self-sufficiency, which is a key goal of "Getting Better."
* Establish and maintain knowledge portals and wikis that serve as a central repository for GRGB-related best practices, process documentation, and training materials, ensuring that lessons learned are captured and shared across the enterprise.
* Bid and proposal support if requested.

Required Qualifications:
* An active secret clearance is required to be considered for this position.
* Bachelor's degree from an accredited university required.
* At least three (3) years of experience analyzing command or enterprise processes, designing automated workflows using Microsoft 365 tools (e.g., Power Automate), and developing prototypes or proofs of concept.
* Proficient in analyzing, cleansing, and integrating data from multiple systems to produce reliable, authoritative datasets.
