Duties
* You will serve as primary point of contact regarding the business plan, budget allocation and execution, all funding issues, travel budgeting, and evaluating the operating budget for all operational sites.
* You will analyze program-budgetary relationships to relate single and multi-year programs to the planning, estimation, and modification of appropriated fund programs and budget estimates for the command.
* You will analyze deviations, identify problems, and provide possible solutions, and adjusts funding to achieve optimal performance.
* You will provide authoritative advice and assistance in the field of program and budget formulation and budget execution as it applies to programs. Requirements Conditions of employment

* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the 12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
Mastery of the concepts, principles, practices and techniques of program analysis functions of financial development and execution, the civilian pay program, the Defense Travel program, the Government Commercial Purchase Card program, and financial accounts management in order to accurately plan and execute program budget(s).Expert knowledge of all aspects of the Federal budget processes to develop and execute single and multi-year program and budgeting plans to support the procurement and production of highly complex systems and supporting equipment, required to ensure compliance with the annual budget process and fund system and process change.
A mastery degree of skill in interpreting legislative and regulatory policy guidance to determine the effect on enterprise program budgets, and to provide expert advice and guidance to Department Heads, operational Site leadership, and program leads in order to adjust resources to affected programs and activities.
Complete and comprehensive knowledge of the concepts, principles, practices, laws, regulations, and policies of Department of Navy, and NAVSUP and for single and multi-year financial management systems in order to estimate, plan, and execute the command's budget within NAVSUP Comptroller's authorization.
Ability to expertly plan program objectives and operations and make evaluative analyses of program effectiveness in order to ensure funding resources are planned, allocated, and available to meet command mission and partner reimbursable requirements.
A high degree of skill in analytical reasoning, and ability to apply that skill to the identification, analysis, and conceptualization of budgetary problems and development of alternative solutions in order to resolve conflicting goals and objectives (e.g., increasing requirements…
