DESCRIPTION

The Office of the Chief Medical Officer (OCMO) is seeking a Senior Finance Analyst to provide senior-level financial oversight and strategic decision support for a complex, highly distributed clinical and academic portfolio.

The CMO portfolio represents more than 36 cost centers across the UCSD Health System. This role is critical to ensuring fiscal stewardship, transparency, and data-driven decision-making across a diverse group of stakeholders, including 14+ Chiefs and Directors, Medical Directors, and operational leaders, each with distinct labor, operational, and contractual needs.

Under minimal supervision, reporting to the OCMO Senior Director of Finance, the Senior Finance Analyst performs advanced financial analysis, leads fiscal oversight activities, develops executive-level reporting, and establishes internal controls to support the growing scope and complexity of the CMO portfolio.

Key Responsibilities:

Financial Management & Analysis

  • Provide comprehensive financial oversight for the CMO portfolio, including revenue, gifts, labor and non-labor expenses, projections, and variance analysis.
  • Consolidate and analyze financial data across multiple financial units and funding sources.
  • Review, reconcile, and analyze general ledger activity; prepare and post journal entries as needed.
  • Develop short- and long-term budgets, forecasts, and multi-year financial projections.
  • Lead year-end close activities and ensure compliance with institutional timelines and requirements.
  • Independently identify financial discrepancies, assess risk, and develop solutions and recommendations.

Reporting, Dashboards & Decision Support

  • Design and maintain executive-level reports, dashboards, and presentations to support strategic and operational decision-making.
  • Provide actionable financial insights to Chiefs, Directors, and leadership to inform resource allocation, staffing, and budget decisions.
  • Perform turnover, labor, and trend analyses to support workforce and operational planning.

Procurement, Contracts & Compliance

  • Manage purchasing activities, vendor relationships, and contract life cycles for the CMO portfolio.
  • Advise leadership on complex procurement issues, including sole-source justifications, multiple funding sources, and appropriate use of funds.
  • Review and interpret system-wide policies and initiatives with budgetary impact; assess implications for OCMO operations.
  • Establish, monitor, and enforce internal financial controls in compliance with departmental, university, and regulatory requirements.

Leadership & Internal Controls

  • Lead the development and implementation of departmental financial policies, procedures, and internal controls.
  • Serve as a OCMO point of contact with Campus and Health System Accounting partners.
  • Supervise and lead finance staff (as applicable), including recruitment, onboarding, workload management, training, performance evaluations, coaching, and staff development.
  • Provide training and guidance to departmental staff on financial business applications and procedures.

Project & Committee Support

  • Serve as a financial liaison to project oversight committees and cross-functional working groups.
