The Executive Advisor, Health System Funds Flow provides financial guidance, advising and decision making on behalf of Health leadership (generally defined as Finance Chief of Staff, Associate Chief Financial Officers, or Chief Financial Officer), relative to new and existing funds flow structures and financial arrangements between the health system entities and School of Medicine. The Executive Advisor will review existing funds flow structures and agreements, identify adjustments to be considered in the annual budget process, and will be responsible for documenting and managing the Memorandums of Understanding between the Health System and School of Medicine.
The Executive Advisor will collaborate with financial leadership to develop short and long-range financial projections of these financial arrangements, as well as support the analytics and development of communication materials to facilitate discussions on changes to the arrangements. As funds flows are deeply intertwined with operations, the Executive Advisor may also lead an independent program and/or manage professional staff engaged across various administrative functions to support initiatives related to funds flow.
The Executive Advisor will serve as a technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas; problem‑solving frequently requires analysis of unique issues or problems without precedent and/or structure. May manage programs that include formulating strategies and administering policies, processes, and resources; functions with a high degree of autonomy.
The Executive Advisor serves as key financial advisor in initiating and developing new financial arrangements between the Health System and Health Sciences, long‑ and short‑range financial impact analysis, and innovative initiatives. They make recommendations to the Finance Chief of Staff regarding official commitments and broadly represent the Finance Chief of Staff’s interests across the organization. They respond to issues with little or no precedence, may manage and administer independent programs, typically with organization‑wide impact, and advise professional staff handling diverse administrative functions such as human resources and budgetary planning.
They use advanced concepts and organizational objectives to resolve highly complex issues and regularly work on highly complex issues or problems that require analysis of unique issues or problems without precedent and/or structure. They exercise a high level of judgment in selecting methods, techniques, and evaluation criteria for obtaining results.
- Collaborates to achieve solutions with high level stakeholders such as School of Medicine Business Officers, faculty leaders, committee chairs, senior administrators and other UC locations to develop solutions to complex problems; provides briefings on key issues.
- Represents the Chief of Staff on high‑level task forces and long‑ and short‑range financial planning groups.
- Establishes collaborative partnerships with School of Medicine Business Officers across all departments, and operational and administrative leadership across the Health System.
- Handles highly complex and critical projects and leads projects of significance requiring facilitation and collaboration with representation across organizational functions.
- Provides high level analyses on a broad range of issues, including new financial arrangements.
