Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Provides regulatory interpretation and technical advice.
Decision-making is based on established procedures; relevant laws; regulations and organizational policy; professional best practices; relevant science methodology; impact on other EH&S programs, and senior management approvals as required. Decisions may impact individual work, other EH&S programs, other departments and / or segments of the organization.
Under the general guidance of the Environmental Affairs Manager, the incumbent is a key member of the team managing a comprehensive environmental program providing protection and stewardship of the environment at UC San Diego facilities. The incumbent coordinates a large indirect staff network across the UC San Diego organization. Duties include developing environmental policies and procedures; developing strategies and systems for compliance with environmental laws and regulations;
preparing environmental permit applications and compliance plans; preparing environmental reports; collecting, analyzing and reporting environmental monitoring data; evaluating UC San Diego facilities for compliance; analyzing environmental impacts from UC San Diego projects and facilities; developing environmental compliance training for campus faculty and staff; responding to and cleaning-up hazardous material spills; and assisting university staff and contractors with environmental compliance and protection projects.
This position coordinates multiple elements of environmental compliance programs for UC San Diego Unified Program Facility Permit off-site facilities (e.g., Nimitz Marine Facility, Elliot Field Station, Trade Street, etc.) including managing facility reporting and permitting in CERS; tracking hazardous material inventories; evaluating hazardous materials storage and waste accumulation compliance; updating emergency response and training plans; and providing environmental compliance guidance and training to off-site facility staff.
The incumbent serves as the UC San Diego liaison with CUPA for HMBP inspections at off-site facilities and supports compliance with hazardous materials management, storm water management, air pollution control management, and industrial wastewater/sanitary sewer management.
Environmental program areas include hazardous materials; hazardous waste; small quantity medical waste registration permitting and compliance; NPDES permit compliance (water quality, storm water, industrial wastewater, and sanitary sewer); air emissions; spill prevention, control, and countermeasures; and environmental releases.
QUALIFICATIONS- Thorough knowledge / understanding of specific EH&S field(s) including related laws and regulations; and general knowledge / understanding of all EH&S fields. Demonstrated thorough professional level knowledge and experience in environmental protection and compliance including but not limited to pollution prevention (air, water, soil); hazardous materials and waste management; water quality management; spill prevention, control, and countermeasures; hazard awareness/communication; environmental monitoring;
and emergency response. - Thorough knowledge and skill in applying and interpreting applicable local, state, and federal regulations and related standards and guidelines. Demonstrated thorough knowledge of federal, state, and local laws and regulations concerning environmental compliance including but not limited to NPDES permits, storm water management, industrial waste discharge, sanitary sewer management, hazardous materials and waste management, air quality, and emergency response.

Demonstrated ability and experience to effectively communicate environmental protection principles and practices verbally and in writing.
