Reports to the Regional Proposal Lead for assigned management and responsibilities, overseeing the Divisional Proposal Team members, including assigning proposal work and oversight of assignments as coordinated with the Regional Proposal Lead.

• Manages assigned staff, including oversight of employee time sheets, making assignments, performance reviews, and associated responsibilities.
• Oversees the proposal collection and creation of one or more project proposals, ensuring all required items of a pursuit request are included before the bid submittal deadline. Meets with internal clients to support pursuit strategy, including the Business Unit Lead, business development, and pre-construction.
• Coordinates and tracks the collection of forms, information, and data required for each pursuit per deadlines, ensuring completion of all Owner's requests. Manages and assigns proposal assignments in collaboration with the Regional Proposal Lead to support qualifications and information needed by assigned division or other divisions in the company. Develops and manages the proposal schedule within pursuit and submittal deadlines.
• Supports the Regional Proposal Lead and/or Director in proposal strategy sessions and associated proposal workshops. Leads, supports, and/or partners with the Regional Proposal Lead for interview preparation, deliverables, and coordination with an interview coach, as assigned.
• Coordinates and creates the proposal compliance matrix that assigns tasks to the supporting proposal team for technical proposal documentation and development. Develops and implements the Proposal Work Plan to meet the Owner's Request for Proposal (RFP) requirements and evaluation criteria, collected and created before the submission deadline. Follows and implements the Flatiron proposal process as assigned by the Director.
• Assembles proposal documents in various software formats to ensure all proposal criteria are included before the submittal deadline. Reviews and edits proposal content to support a unified voice methodology. Supports proposal assignments as directed by the Regional Proposal Lead or Director and cross-divisionally as assigned.
• Trains and mentors proposal team staff, supporting the Flatiron proposal/pursuit process, Style Guide, and internal divisional forms processes. Coordinates and manages assigned Divisional Award Efforts.
• Oversees surety and bonding information and any required signature documents in coordination with the pursuit Lead Estimator to ensure accuracy. Coordinates with Joint Venture (JV) partners and subcontractors to obtain necessary proposal information, narratives, forms, and other documents requested by the Owner's RFP.
• Compiles technical writing and support documentation based on interviews, summary points, and examples provided by estimators, engineers, and subject matter experts. Proofreads, edits, and standardizes proposal text for proper grammar, spelling, comprehension, and style. Develops and manages layout, design, and document feel to ensure a marketing-quality product.
• Coordinates with the Regional Lead for graphic design assignments, ensuring successful delivery and resourcing for Divisional needs. Coordinates and manages the assigned proposal team to ensure data integrity and updated CRM data in Deltek Vantagepoint or other related proposal systems.

• Bachelor's Degree in English, Marketing, Communications or a related field required.
• 8+ years' project pursuit experience in construction or engineering industry required and a minimum 5+ years' experience as proposal management highly regarded.
• People management experience required in coordination of proposal teams/efforts.
• Multitasking to take on a larger bid proposal or multiple proposals at one time.
• Travel 50 - 60% of the year or remotely attend for pursuit meetings and Company proposal support.
• Coach, guide and mentor direct reports while working in a fast-paced, high-pressure environment.
• Proven time management and delegation skills to complete tasks under tight deadlines while adhering to Owner and Company pursuit requirements and time frames.
• Writes and edits project summaries, resumes of project personnel, and other supporting information.
• Strong time management, task prioritization, attention to detail, communication, and organizational skills required to ensure timely submittal of project bids.
