Northrop Grumman has an opening for a Level 3 Proposal Analyst or a Level 4 Principal Proposal Analyst to join our team of qualified, diverse individuals. This position is in Rancho Bernardo, California with a hybrid work schedule.

• This role will be a key member of proposal teams that support a variety of proposal activities (Firm Proposals, Rough Order of Magnitude (ROMs), pricing exercises) to meet program goals.
• Candidates for this position will lead/support proposal activities of diverse and inclusive teams with high levels of engagement and collaboration with other team members.
• They will demonstrate a broad skill set that is balanced across interpersonal, business, and proposal-based capabilities; a commitment to ethics and integrity; and the capability to innovate in a challenging and dynamic environment.
• Develops, plans and schedules proposals.
• Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications.
• Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments.
• Researches and analyzes historical data, develops cost models to support proposal efforts.
• Performs risk analysis.
• Coordinates activities and participates in fact‑finding meetings.
• Participates in should‑cost and pricing reviews with management and customer representatives.
• Participates as a member of the contract negotiating team.

• Bachelor’s degree in business, finance, economics or related discipline with 5 years of proposal or material estimating experience, or a Master’s degree with 3 years of proposal or material estimating experience.
• Ability to perform and apply cost accounting, pricing and estimating concepts and principles.
• Proficient with MS Office Suite, specifically Excel and Word.

• Bachelor’s degree in business, finance, economics or related discipline with 8 years of proposal, material estimating or related experience, or a Master’s degree with 5 years of proposal or material estimating experience.
• Ability to perform and apply cost accounting, pricing and estimating concepts and principles.
• Proficient with MS Office Suite, specifically Excel and Word.

• Experience working within Proposals.
• Experience working with Basis of Estimate (BOE) and analyzing BOE quality.
• Experience with Excel Pivot Tables, VBA coding and Macros.
• Experience with parametric modeling (such as SEER‑SIM, PRICE True Planning, etc.).
• Proficient in using Pro Pricer.
• Experience conducting cost analysis and risk modeling.
• Excellent oral and written communication skills.
• Ability to effectively manage competing priorities and deadlines.
• Ability to handle multiple tasks in a fast‑paced environment.
• Excellent problem‑solving and organizational skills.
• Ability to obtain a DoD Secret or Top Secret/SCI level security clearance.
