DUTIES SUMMARY
Under general policy direction, to perform, plan, organize, and direct the activities of the sewer Collections System section of the Department; coordinate programs with regulatory agencies to ensure compliance; direct and/or perform the review and analysis of new and changing regulations and assist in or perform the development and implementation of operational procedures to ensure cost‑effective compliance with all environmental regulations associated with the operations and construction of the sewer collections system;
and performs related duties as assigned.
The class of Collections System Superintendent reports to the Director of Water Reclamation. This single incumbent class is responsible for developing and managing the programs and staff engaged in sewer collections activities and for ensuring compliance with environmental regulatory requirements. The incumbent exercises significant authority and independence in implementing a broad range of activities with other Department executives and managers and is responsible for supervision of subordinate administrative staff and the Collections System Supervisor.
The Superintendent may serve in the absence of the Director of Water Reclamation.
- Provide courteous and expeditious customer service to the general public and City and Department staff;
- Routinely adhere to and maintain a positive attitude toward City and Department goals;
- Perform, plan, organize, control, integrate and evaluate the work of the Sewer Collections Section;
- Under the generalized policy direction of the Director and executive management, develop, implement and monitor long‑term plans, goals, and objectives focused on achieving the Department's mission and assigned priorities;
- Participate directly in the development of and monitor the performance against the Department's annual budget;
- Manage, direct, and/or perform the development, implementation, and evaluation of plans, policies, systems, and procedures to achieve annual goals, objectives, and work standards;
- Oversee and/or perform the planning and evaluation of staff performance; establish performance requirements and personal development targets; monitor performance and provide coaching for performance improvement and development; recommend compensation and other rewards to recognize performance;
- Counsel employees; recommend, draft, and implement disciplinary action in accordance with the Department's personnel rules, policies and labor agreements;
- Provide day‑to‑day leadership, and work with staff to ensure a high performance, customer service‑oriented work environment which supports achieving the Department's mission, strategic plan, objectives and values;
- Plan, direct, participate in, or conduct administrative or management assessments relating to assigned environmental regulatory requirements; identify problems, perform research and analysis, and evaluate alternatives; discuss findings with Department executives and managers; develop conclusions, recommendations, and implementation plans; direct, coordinate, and participate in implementing policies and practices;
- Oversee and direct the activities and functions of the Sewer Collections function, including development, communication and implementation of the Department’s sewer line maintenance and repairs program, monitor and direct or perform the review and analysis of staff certification requirements, develop and maintain communication processes and procedures with Department staff on areas of responsibility and assist in or perform the evaluation and implementation of solutions;
- Conduct and/or delegate frequent inspections to reactively evaluate work completed by the Sewer Collections Section to ensure conformance with Department standards (“Quality Control”);
- Proactively lead the dynamic review and revision of existing procedures and methods to provide assurance that the Department will maintain high quality delivery of the Sewer Maintenance service (“Quality Assurance”); develop and implement a comprehensive maintenance strategy to manage the Collections System that is fully responsive to the approved Sewer…
