Position: Assistant (Deputy) Health Officer*

Overview

The Department of Public Health (DPH) offers an exciting opportunity for a challenging career as the Assistant (Deputy) Health Officer to assist in planning, organizing, and directing functions of the DPH within San Bernardino County. The incumbent will provide medical leadership for all aspects of DPH, as directed by the County Health Officer. This position reports directly to the County Health Officer.

Responsibilities
  • Assumes the duties of the Health Officer in the Health Officer's absence
  • Provides direct supervision of the Chief Medical Officer (CMO) and Chief Dental Director (CDO) for San Bernardino County health centers and the medical/dental mobile units
  • Oversees mobile/field services and staff including mobile medical/dental units
  • Develops, leads, and maintains medical residency programs, as directed by the Health Officer
  • Works with public health leadership to coordinate and direct care for community response, in conjunction with the Health Officer
  • Oversees surveillance, detection, prevention and treatment of communicable diseases, labs, chronic disease, substance use disorders, and environmental health in San Bernardino County
  • Acts as Tuberculosis Control Officer of the County in the absence of the TB controller
  • Assists with oversight of medical decisions involving STDs, HIV, substance use disorders and other Title 17 reportable diseases in the absence of the CD/STD controller
  • Chairs committees as assigned by the Health Officer or Public Health Director
  • Develops, implements, and monitors policies, procedures, systems and standards for county-operated and contracted medical services to ensure effective delivery and compliance with laws
  • Establishes annual goals, objectives, strategies, and makes recommendations for improvement activities
  • Directs planning, prioritizing, assigning, supervising, training, and reviewing the work of a diverse workforce
  • Educates and provides updates to the medical community and stakeholders regarding essential functions in prevention, surveillance, control and treatment of Public Health issues
  • Other duties as assigned
Qualifications and Requirements

Conditions of Employment

Travel: Travel throughout the county is required and employees must arrange transportation.

Pre-Employment Process: Background investigation, physical and drug screening, and verification of employment history and education are required.

Visa Sponsorship: San Bernardino County cannot consider candidates who require visa sponsorship at application or in the future. Applicant must be a U.S. Citizen or permanent resident and demonstrate legal right to work in the U.S. at hire.

Out-of-State Licensed Physicians: If licensed in another state, must obtain and maintain California license prior to hire. Contingent offers may be made upon verification of application for CA license with the Medical Board of California.

California License Eligible Physicians: Applicants eligible for a California license but without current CA license may be considered; must obtain and maintain CA license prior to hire. Contingent offers may be made upon verification of license application.

Board-Eligible Licensed Physicians: Incumbents without required board certification must obtain and maintain board certification prior to hire. Contingent offers may be made upon verification of certification application.

Applicants must meet all licensure, certification, and experience requirements. Certifications or eligibility in internal medicine, family medicine, preventive medicine/public health, pediatrics, obstetrics/gynecology, or emergency medicine are preferred. A Master's degree in Public Health and epidemiology experience are highly desirable.

Education: Graduation from a medical college of good standing and repute, as required by California Health and Safety Code Section 101005.

Experience: One of the following options must be met:
1) Three (3) years of full-time experience as a licensed physician, or
2) Two (2) years of full-time experience as a licensed physician in a public health agency.

Note: Residency training must be clearly separated from post-residency licensed physician experience on the application. All experience must be detailed in the Work Experience section to be evaluated properly. The ideal candidate will have strong communication skills, a Master's degree in Public Health, board certification in a medical specialty, and experience in program development and quality improvement. Epidemiology experience is highly desired.

Certifications in additional specialties are preferred but not required.
