Job Description and Duties

Patton State Hospital, Human Resources is accepting applications for at least (1) permanent, full-time appointment to the Emergency Services Coordinator classification in the Standards Compliance Department. This position is under the direction of the Health and Safety Officer (Staff Services Manager I) and general supervision of the Standards Compliance Director.

The Emergency Services Coordinator (ESC) reports to the Health and Safety Officer (HSO) and assists other hospital management with planning, developing, evaluating, and coordinating the hospital’s emergency, business continuity, hazard mitigation plans, program communications and preparedness, mitigation, response, and recovery program and interactions with other local, state, and federal emergency preparedness agencies, as appropriate.

The ESC is responsible for emergency planning and guiding activities that involves coordinating mutual aid, memorandums of understanding, and other emergency management agreements to mitigate risks or threats to public safety and protect hospital employees, patients, and property. The ESC is expected to serve the hospitals in an assigned first-responder function along with fire, hospital police, and medical personnel, when necessary.

The ESC and the HSO represent the hospital in developing a statewide system for emergency preparedness and planning in coordination with the DSH-Sacramento Enterprise Health and Safety Chief, and the Senior Emergency Services Coordinator (SESC) from the Statewide Quality Improvement (SQI) Division. The position will function in a wide range of activities, including preparing, implementing, and administering the hospital’s Emergency Management Program;

preparation of complex documents for regulatory and accreditation agencies such as Cal/OES, California Department of Public Health, Cal/OSHA and Joint Commission; compiling performance improvement data, analyzing aggregate hospital data; and conducting presentations and training on behalf of Health and Safety - Standards and Compliance.

The ESC must be able and available to respond on-site to hospital emergencies 24/7/365 to ensure protection and safeguarding of DSH employee and patient safety, and public property using hospital specific protocols, plans, and policies.

The ESC may be required to work any shift and schedule in a variety of settings throughout the hospital and may be required to work overtime and float to other work locations as determined by the operational needs of the hospital’s Standards Compliance Director and executive management team.

Statewide travel may be required for exercises, incident response at other DSH facilities, and training.

The ESC is expected to maintain confidentiality, privacy, and security of protected health information (PHI); maintain professionalism; possess excellent oral and written communication skills; work positively with all levels of management, supervisors, and staff; utilize a high degree of initiative, judgment, and responsibility when dealing with all staff and the public; demonstrate ability to act independently; ability to multi-task and work well under pressure;

maintain a professional appearance; comply with hospital policies and procedures; and positive attendance and dependability is critical and a must for this position and level of responsibility.
