Position: Public Information & Government Compliance Officer (County Promotional)

San Bernardino County Registrar of Voters is recruiting for a Public Information & Government Compliance Officer to plan, develop, and coordinate public information and government compliance programs supporting County election and campaign accountability functions. Under general direction, this position administers and supports the County Campaign Accountability Commission and serves as a liaison between the Commission, the Registrar of Voters, County departments, regulatory agencies, and the public.

The incumbent ensures the accurate dissemination of public information, monitors legislative activity, and administers compliance with applicable local, state, and federal laws and regulations. This position reports to the Registrar of Voters and Assistant Registrar of Voters.

This classification is distinguished by responsibility for managing public communications and campaign finance compliance programs involving complex and politically sensitive matters. The incumbent exercises independent judgment and discretion in interpreting and applying regulatory requirements and serves as a key advisor and liaison to executive staff, the County Campaign Accountability Commission, elected officials, regulatory agencies, and the public. This is an excellent opportunity for an experienced professional to make a meaningful impact on the integrity of elections and democratic governance in one of California’s largest counties.

Key Responsibilities
  • Maintain an independent tracking system of each contributor's total cumulative and aggregated contributions in an Election Cycle to County Candidates and County Elective Officers.
  • Advise executive staff on communication strategies, legislative activities, and policy matters; complete special projects as assigned.
  • Assist in developing goals, priorities, and strategic planning initiatives on behalf of the commission.
  • Compile and submit periodic reports summarizing commission activity, investigation outcomes, and compliance trends for review by oversight bodies.
  • Serve as an official liaison between the department, County officials, state agencies, and members of County, State, or Federally mandated commissions.
  • Administer and enforce applicable campaign finance and political reform regulations, ensuring transparency and accountability among public officials and candidates.
  • Obtain and audit campaign statements, independent expenditure reports, and other legally required filings to assess accuracy, completeness, and compliance with disclosure laws.
  • Monitor changes in state and federal laws and advise county leadership on potential impacts or required policy updates.
  • Receive and evaluate complaints regarding potential violations of campaign finance laws; may initiate investigations and recommend corrective or enforcement actions as needed.
  • Coordinate or commission independent audits of campaign accounts and financial filings to verify compliance with applicable laws and regulations.
  • Provide vacation and temporary relief as required.
