Financial Manager, Financial Analyst
JOB SUMMARY
Under general supervision of the Fiscal Services Director, supervise and coordinate the functions of Fiscal Services to facilitate the department in processing its financial obligations in a timely and accurate manner. Perform specialized accounting and payroll functions in the maintenance of fiscal, financial and statistical records. Provides fiscal management assistance to all District departments.
SUPERVISIONReceives general direction from Fiscal Services Director or higher-level administrator.
Exercises direct supervision over professional, technical, and clerical staff.
ESSENTIAL JOB FUNCTIONSDuties may include, but are not limited to, the following:
- Assists and participates in the development and implementation of goals, objectives, policies and procedures related to the Fiscal Services Department.
- Assists in the selection, supervision, training and evaluation of Fiscal Services staff.
- Assists in the control of expenditures to budgeted allotments.
- Review, organize and inspect the work of Fiscal Services staff for accuracy and compliance with laws, rules and procedures.
- Assists in the analysis of complex information from the Governor’s budget and incorporates into the District’s budget.
- Assists in the analysis of operational costs to develop data and statistics for budgeting and administrative purposes and makes recommendations.
- Assists in complex analysis associated with District projects and activities that are funded through debt obligations and other sources of revenue.
- Assists in overseeing the collection, monitoring and analysis of data related to enrollment, class size, debt, building development, and housing projects.
- Maintains appropriate internal control procedures.
- Assists in the development process of staffing formulas for administrative, certificated and classified staffing levels and analyzes the fiscal impact of implementing such formulas.
- Assure regular reconciliations of District financial accounts.
- Maintains appropriate records and documents, including the preparation and monitoring of State and Federal reports and filings in accordance with reporting requirements.
- Assist in the preparation of the annual budget, estimated actuals, monthly, interim, and annual financial reports.
- Prepare cash flow projections.
- Assign work activities and review the work of assigned staff.
- Assume responsibility for department in absence of Fiscal Services Director.
- Assist in the revision, formulation and implementation of computerized records keeping systems and procedures.
- Assists in financial and confidential matters as they relate to negotiations.
- Apply for cash advances and reimbursements of Federal and State projects.
- Assists in the auditing and preparation of financial reports for Federal and State projects.
- Perform and audit a wide variety of statistical data and reports.
- Assists in financial analysis and research.
- Uses personal transportation for travel to sites required by job duties.
- Performs job related duties as assigned.
Three (3) years of paid professional-level budget development and administration or accounting experience with an annual budget of at least $50,, which includes two (2) years of paid supervisory experience.
A Bachelor’s degree from an accredited college or university with major course work in accounting, finance, business administration, public administration, management, economics, statistics, or a related field.
LICENCES, CERTIFICATES, REGISTRATIONSA valid California driver’s license and automobile liability insurance.

ADDITIONAL SALARY INFORMATIONThis is an exempt position, Management Salary Range 63. Most positions in this class work 8 hours/228-days per year. The probationary period for employees in this classification is one (1) year.
