Program Impact Analyst
Position Summary:
The Program Impact Analyst champions the quality, compliance, and measurable impact of all Youth Action Project (YAP) programs. Reporting to the COO, this role translates strategic priorities into high-performing initiatives, supervises frontline program leaders, drives continuous improvement, and stewards the data needed to prove and continually improve program results.

- Strategic Program Alignment: Translate the organizational strategic plan into annual program targets, KPIs, and budgets; ensure every academic, workforce-development, and leadership initiative advances YAP’s mission within a unified impact framework.
- Quality & Compliance Oversight: Enforce 100% adherence to related MOUs, grant conditions, and regulatory requirements by directing internal audits, coordinating monitoring visits, and promptly resolving findings.
- Impact Measurement & Reporting: Leverage existing logic models, dashboards, and data systems to capture timely, accurate results; generate concise insights for funders, the Board, and senior leadership, and flag variances that require action.
- Performance & Continuous Improvement: Lead quarterly program reviews to analyze outcomes, surface bottlenecks, and implement refinements; update SOPs and guidance documents so best practices are consistently scaled across sites.
- Team Leadership & Development: Supervise the Quality Assurance Coach and Workforce Development Coordinator; set clear goals, facilitate weekly huddles, provide coaching feedback, and support professional-growth plans.
- Cross-Functional Coordination: Collaborate with Finance, Workforce Pathways, Marketing, and the Program Advisory Committee to align resources, messaging, and employer-informed pathways; maintain open channels that keep programs synchronized.
- Stakeholder Engagement: Coordinate with the ED, COO, and other designated relationship owners to brief them for key meetings; prepare performance updates and talking points, join conversations when delegated, and manage follow-up actions with school districts, employers, community partners, funders, and evaluation consultants to expand participant opportunities.
- Budget & Resource Stewardship: Monitor program budgets with the CFO, track spending against impact, and recommend reallocations to maximize outcome-per-dollar; prepare financial narratives for grant and Board reporting.
- Quality Assurance Coach: School-based compliance & expanded learning/academic program quality & Site Coordinator supervision.
- Workforce Development Coordinator: Workforce development delivery & Case-Manager supervision.
- Through these two roles, the Analyst indirectly oversees Site Coordinators and Case Managers.
- Required Education &
Certifications:
A Bachelor’s degree in education, public administration, workforce development, or a closely related field is strongly preferred and may substitute for some experience; candidates without a degree must demonstrate commensurate depth in program operations and data-driven management. - Required Experience: 3+ years leading multi-site youth-development or workforce programs, combining hands‑on staff supervision, budget and compliance oversight, and robust data-collection and impact-reporting experience that drives continuous performance improvement.
- Preferred Qualifications: Master’s degree in a related field; expertise with Department of Labor or K-12 partnerships; experience designing data dashboards; bilingual Spanish/English.
