Education Program Manager

Location:

Summary

The Program Manager’s primary responsibility is managing the activities in the RSS Education program and its components. The Program Manager will assist with hiring, training, and supervising all RSS Education staff, oversee client‑centered education services for newly‑arrived adult refugees with limited English proficiency, and support the Program Director in ensuring compliance with professional and agency standards and funding requirements. The Program Manager will coordinate staff and volunteers and oversee daily operations of the program, supervising all English Language Instructors assigned to the RSS EDU program.

Position

Responsibilities
  • Organize and assist with daily adult education activities at multiple sites, including English Language Instruction classes, registration & enrollment, pre‑ and post‑testing, childcare services, and volunteer activities.
  • Lead case‑file creation for newly enrolled clients and monitor files to ensure they are maintained throughout clients’ tenures in the program.
  • Assist with hiring, training, and supervision of all RSS Education staff.
  • Monitor, input, and retrieve data from multiple databases; ensure the accuracy of client information and program goals.
  • Stay well versed in program reporting, grant requirements, policies, and compliance; reference the provider manual for guidance.
  • Assist the Program Director in training staff on grant requirements and updates from funding sources.
  • Supervise program staff (~4–6 employees); sign off on timesheets, approve timecards, conduct monthly supervision, approve time‑offs, and evaluate staff annually.
  • Collaborate with the director to develop program goals, logic models, and implement PQI plans.
  • Submit reimbursements for staff and program expenses.
  • Perform general office management and maintain a safe working environment.
  • Conduct staff training and lead weekly team meetings.
  • Network and build collaborations with internal and external partners.
  • Protect confidentiality of client and organization information in accordance with the Code of Conduct.
  • Take a solution‑oriented approach and promote collaboration and commitment to the mission.
  • Other duties as assigned by the Director of RSS Education.

Requirements
  • Education:

    Bachelor’s degree in social services, education, or a business‑related field.
  • Experience:

    Minimum of 1 year in a management role supervising staff; experience in a social service environment is preferred.
License & Credentials
  • Reliable transportation, valid driver license, vehicle insurance, and a clean driving record.
  • Ability to operate a 12‑passenger van on an as‑needed basis.
  • Must be 21 years of age and adhere to the CCAOSA driving policy.
Minimum Knowledge and Skills
  • Computer proficiency (email, Microsoft Office, Excel).
  • Detail‑oriented, organized, self‑motivated, able to work independently and as part of a team.
  • Good written and verbal communication.
  • Critical thinking and problem‑solving skills.
  • Professional ethical boundaries and client‑relationship skills.
  • Flexibility to adapt to changing client needs.
  • Ability to teach and present to small or large groups and assess student progress.
  • Knowledge of client case‑file documentation and record‑keeping procedures.
  • Bilingual is a plus but not required.
