Performs highly advanced (senior-level) managerial work providing direction and guidance in budgeting and accounting, including regular updates to the Texas Cyber Command Chief. Work involves providing strategic budget and accounting direction, establishes programmatic goals and objectives; oversees the development and implementation of policies, procedures, and guidelines; establishes priorities, standards, and performance metrics for determining progress in meeting goals; coordinates and evaluates program activities and/or business functions;

and reviews and approves budgets within a department or division. Supervises the work of the Budget Director, Payroll Officer, and Accounting Department. Works under the Chief Financial Officer with minimal supervision and extensive latitude for the use of initiative and independent judgment.

• Oversees the daily activities of the budget, payroll, and accounting departments. Provides direction, guidance and hands-on assistance as needed. Plans, assigns, and supervises the work of department staff. Oversees hiring process, assessment of training needs and opportunities, development of employee annual performance goals and conducts timely performance evaluations;
  Supervises all designated leaders in the Chief Financial Office division including the establishment of goals and development of standards for long term success. Establishes goals, objectives, and directs agency fiscal operations including accounting and budgeting in accordance with state requirements and agency strategic plan.

• Partners with the Chief Financial Officer to establish and direct the maintenance of efficient accounting systems for controlling, recording, and reporting agency financial information, with emphasis on ensuring the overall quality control and integrity of agency financial systems and information.
