The Air Force Civilian Service (AFCS) are looking for an experienced transactional real estate attorney in the Office of the Secretary of the Air Force General Counsel, Installations, Energy, and the Environment Division.
The position is permanent and is classified as an NH-IV (GS-14/15 equivalent). The attorney selected for this position will be responsible for providing legal advice and counsel pertaining to installations, energy and environmental matters in support of the Department of the Air Force mission and operations worldwide to the Secretariat, Air and Space Staff and the concerning laws, policies and matters regarding real estate including, but not limited to, acquisition, leasing, financing, development, management, temporary use, and disposal of real property.
This position will be located at Joint Base San Antonio-Kelly Annex in support of the real estate practice group.
The attorney selected for this position will provide legal advice and counsel pertaining to installations, energy and environmental matters in support of the Department of the Air Force mission and operations worldwide, including, but not limited to, real property acquisition, leasing, financing, development, management, temporary use, and disposal of real property. This includes advising on related laws, policies, and matters to support the real estate practice group.
Qualifications- Qualified applicants must be able to obtain a security clearance.
- The applicant must have the following minimum qualifications: (1) J.D. or LL.B. degree from a law school accredited by the American Bar Association; (2) Admitted to and an active member in good standing with a bar of any state; and (3) Minimum of two (2) years of transactional real estate experience.
- Knowledge of the role and duties of the Government attorney, including a practical knowledge of the Model Rules of Professional Conduct for Federal Lawyers and American Bar Association Rules of Professional Responsibility and the rules of the jurisdiction(s) in which incumbent is licensed to practice.
- Ability to analyze extremely complex legal issues, including issues relating to installation, energy, and environmental law, real property, housing and utilities privatization, BRAC, and real property development and finance.
- Knowledge of the research methodologies, including computer-assisted technologies, necessary to research applicable Federal, State, interstate, and local laws and regulations concerning issues involving installation, energy, and environmental law, real property, housing and utilities privatization, BRAC, and real property development and finance.
- Skill in applying advanced data gathering tools, including, but not limited to, formal interviewing techniques, archived records retrieval and review, information requests under the various Federal and State access laws, and formal discovery, to collect various types of factual information.
- Superior skills in the areas of oral and written communications and interpersonal relationships.
- Knowledge of the administrative and judicial litigation process including significance of the administrative record.
- Knowledge of the federal legislative and inter-agency decision process.
- Knowledge of computer productivity software, e.g., Microsoft Word, Outlook, Excel, or PowerPoint.
