Responsibilities
  • HR Workforce Operations Management provides hiring support to the large, direct-care divisions of HHSC:
    Health and Specialty Care System (HSCS) State Supported Living Centers (SSLCs) and State Hospitals, AES Eligibility Operations and parts of the Regulatory Services Division.
  • Hiring specialists support managers in the screening, selection, and onboarding of new employees, and coordination of new employee orientation activities. Coordinate and process due diligence checks, such as background checks and pre-employment testing. Administer the Random Drug Testing program for the SSLCs.
  • Under the general direction of the Workforce Operations Manager, perform complex (journey-level) HR management work facilitating the hiring process for a State Hospital or SSLC. Provide hiring support in posting, screening, selection and filling of vacant positions. Develop and maintain relationships with State Hospital/SSLC staff, HHS HR, and the HHS Employee Service Center.
  • Work under general supervision with moderate latitude for initiative and independent judgement.
  • Other duties as assigned, including disaster response/COOP participation which may require alternate shift patterns or locations.
Essential Job Functions
  • Posts job requisitions using standard language for facility, state-office, and non-benchmarked positions; coordinates with Service Center staffing specialists on postings.
  • Assists applicants with the application process in person or via telephone/email and supports on-site hiring events; liaises with facility recruitment/retention staff on outreach.
  • Screens applications for criteria, interviews applicants, coordinates interviews, and conducts reference checks as requested.
  • Prepares and extends conditional and final offers; processes pre-employment due diligence checks and tests (criminal history, FBI fingerprints, CANRS/EMR/NAR checks); conducts checks for contractors/volunteers; notifies employees for random drug tests (SSLCs).
  • Processes and submits selection packets and offers in CAPPS Hiring Center; collaborates with Service Center staff on questions/issues.
  • Oversees completion of new hire onboarding, including I-9, CAPPS/e-Verify data entry, and coordinating local new employee orientation; manages shift differential and MSP percentages.
  • Compiles and maintains data for reports and produces correspondence/documents.
  • Performs other duties as assigned, including disaster response, COOP participation, and related activities.
