Job Overview
This position is responsible for planning, training, implementing, coordinating, and monitoring the Child and Adult Care Food Program (CACFP) food program for all AVANCE programs. The person in this position will provide guidance and support to staff as needed to ensure compliance with CACFP guidelines, AVANCE policies and procedures, Head Start Program Performance Standards, and federal, state and local regulations.

- Manages vendor, consultant, and contractor relationships and ensures that all policies and procedures, as well as AVANCE Core Values, are upheld.
- Submits Docu Ware and GRAMM expenses through the finance system on a consistent and timely basis as per finance department guidelines.
- Provides direction, evaluation, and oversight to programs to ensure full compliance with Early/Head Start Performance Standards, AVANCE Headquarters, State Licensing Regulations, Texas Rising Star, and NAEYC nutrition standards.
- Implements the CACFP food program for all AVANCE programs and sites in accordance with Texas Department of Agriculture regulations and contract agreement terms.
- Develops and implements training to ensure compliance and keeps food service staff up to date on information for their job responsibilities as required by CACFP, Early/Head Start, and Parent-Child Education Program (PCEP) guidelines.
- Develops and implements programs to foster positive attitudes toward healthy foods and coordinates nutrition activities with direct program staff during mealtime and special events with children.
- Ensures the dissemination of USDA/HHS Dietary Guidelines for America, USDA My Plate, Nutrition Facts Labels, and other appropriate resources.
- Monitors compliance with all applicable local, state, and federal laws on food safety and sanitation, develops plans to correct deficiencies, and ensures proper storage, preparation, and service of food.
- Prepares and submits the monthly CACFP claim for reimbursement report to Texas Department of Agriculture, Finance, and Compliance & Monitoring departments.
- In conjunction with supervisor, evaluates and develops the annual menu planning for all program requirements and any necessary revisions throughout the year.
- Disseminates approved nutrition assessment data, provides nutrition support for families, and promotes good nutrition habits among children and families.
- Evaluates children with special nutritional needs and ensures development of necessary menu adjustments in partnership with the Nutrition Services Manager.
- Manages and facilitates communication with appropriate staff regarding monitoring schedules and develops action plans when needed for center‑based, home‑based, and parenting programs.
- Ensures that needed supplies are ordered and disbursed to each program to maintain compliance with the CACFP program.
- Reviews and audits the monthly CACFP claim for reimbursement reports and submits to the appropriate parties.
- Assesses and makes decisions regarding food transfers to ensure inventory meets food and safety guidelines; contacts Operations to arrange for repairs/replacements of refrigeration units and transfer of food inventory during emergencies and school closures.
- Performs other duties as assigned.
- Required:
Bachelor’s degree in Public Health, Health Administration, Nutrition, or a related field; or 5+ years of applicable experience. - Preferred:
Master’s degree in Public Health, Health Administration, Nutrition, or a related field.
- Required:
A minimum of two (2) years of related experience in food service, early childhood education, health, or nutrition. - Preferred: A minimum of three (3) years of experience in child nutrition programs, early childhood education, health, or nutrition.
- First Aid and CPR training.
- Excellent writing, editing, and proofreading skills.
- Proficiency in MS Office applications (Outlook, Word, PowerPoint, Excel) and Adobe Acrobat.
- Preferred bilingual in English and Spanish.
- Demonstrated ability to achieve high performance goals and meet deadlines in a fast‑paced environment.
