Position: OPSEC Military Deception (MILDEC) Planner

Overview

GovCIO is currently hiring for OPSEC Military Deception (MILDEC) Planner to develop, integrate, and synchronize Department of Defense Deception Activities (DDA) to mislead and cause adversary actions or inactions beneficial to the friendly force with a focus on influencing the cognitive processes of adversary decision-makers to mitigate risk and create operational advantages for Commanders. This position will be located at Lackland AFB, TX and will be an on-site position with 10-25% travel.

Responsibilities

Provides the ability to execute the MILDEC Planning Process (MDPP) to establish the Deception Objective, determine desired perceptions, craft the Deception Story, and identify the specific Deception Indicators that create those perceptions in support of information warfare planning and programs to include OPSEC, signature management and deception activities.

  • Integrate MILDEC with other information activities (MISO, Cyberspace Operations, OPSEC), synchronizes deception executions with the operational plan, and deconflicts them across the information environment.
  • Coordinate with the Intelligence Directorate, analyze the Deception Target to identify vulnerabilities, biases, and decision-making processes. Conducts detailed Conduit Analysis to map information pathways for delivering deception indicators to the target.
  • Develops Deception Execution Series detailing the Deception Means used to convey indicators to adversary sensors. Provides subject matter expertise on employing deception techniques such as feints, ruses, demonstrations, and displays.
  • Develops and monitors a comprehensive assessment plan, using Measures of Performance (MOPs) to confirm indicator delivery and Measures of Effectiveness (MOEs) to assess adversary actions, while continuously assessing risks of compromise, failure, or unintended success.
  • Applies OPSEC to protect the intent to deceive and ensure all activities, from planning to termination, comply with the Law of War, national policy, and classification requirements.
Qualifications

High School with 6 - 9 years (or commensurate experience)

Required Skills and Experience
  • Clearance Required:

    TS/SCI
  • 6+ years of experience producing full range of deception planning briefings and reports.
  • Comprehensive knowledge of Military Deception Operations (MILDEC), Military Deception Planning Process (MDPP), and applicable laws sufficient to plan, organize, and synchronize MILDEC with deliberate and crisis action planning.
  • Knowledge of operations security (OPSEC), information operations (IO), information warfare (IW), electromagnetic warfare (EW), cyberspace operations (CO), Information Environment (IE), public affairs (PA), and Intelligence, Surveillance, and Reconnaissance (ISR) to support Air Forces OPSEC/Signature Management missions.
  • In-depth analytical skills to support the Deception Intelligence Estimate (DIE), with a focus on target profiling and conduit analysis.
  • Prepares, develops, and reviews OPLANS and CONPLANS for suitability, feasibility, and technical accuracy of integrated MILDEC options.
  • Ability to advise on and formulate Air Force MILDEC policy sufficient to support Joint wartime, crisis, and peacetime Information Warfare planning.
  • Understanding of relevant USAF/DoD policies and regulations

  • Must be willing to travel 10-25%

  • Ability to analyze complex information, identify patterns, and assess risks.
  • Ability to develop analytical techniques to solve complex problems associated with MILDEC integration and IW operations.
  • Advises on all aspects of MILDEC and provides estimates of budget requirements to support program objectives.
  • Maintains working knowledge of emerging science, technologies, and concepts in the field of MILDEC to conduct effective planning and advise leadership.
  • Joint MILDEC Training Course (JMTC), Special Operations MILDEC Planners Course, Joint Information Operations Planner Course (JIPOC), Defense OPSEC Planners Course (DOPC) or service/agency equivalent certification training courses.
