Position: Financial Management Specialist, NF-05

Eligibility: This job is open to U.S. Citizens, Nationals, or those who owe allegiance to the U.S. United States (U.S.) Citizens and Non-U.S. Nationals who have resided in the U.S. or U.S. territory for three (3) or more continuous years immediately preceding the start of Federal affiliation.

Duties

Serves as a Financial Management Specialist for Installation Management Command (IMCOM) Headquarters (HQ) Directorate of Family and Morale, Welfare and Recreation (DFMWR) Financial Management Division. Assists in the development of financial policies, plans and fiscal operating procedures for Nonappropriated Fund (NAF) activities. Plans, formulates, and prepares operating budgets. Prepares IMWRF Strategic Plan, cash budgets and Capital Purchase/Minor Construction (CPMC) budgets. Researches, verifies, and revises program and budget data.

Develops standard operating procedures for safeguarding cash and fixed assets. Prepares financial reports of NAF operations to include budget variance analysis, CPMC execution, and cash flow projections. Performs a wide range of review and analysis of NAF financial operations in order to evaluate performance in terms of requirements, goals and objectives.

Requirements
  • Direct Deposit and Social Security Card are required upon appointment.
  • Meet qualification, eligibility, and background requirements for this position to include a T1.
  • Satisfactory completion of employment verification (E-Verify) check.
  • One year probationary period may be required.
  • Must be able to obtain and possess a valid Driver's License.
  • Ability to receive and maintain a Government Travel Card (GTC).
Qualifications

Resumes must be two pages (or less). Qualifications must be clearly verifiable in your resume. Government positions must include pay plan, series, grade, to and from dates, and government agency/department. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.

Minimum Qualifications

Demonstrated ability to perform the duties described above using the theories, principles, practices, and techniques of Generally Accepted Accounting Principles (GAAP).

Highly Qualifying Criteria
  • Bachelor's Degree, or higher, in a financial management related field.
  • Working experience in NAF financial programs.
  • Possess a Certified Public Accountant (CPA) certification.
Education

Education is not required for this position and will not be utilized in determining minimum qualifications or as a substitution for experience. If you would like your education to be considered by the hiring panel as part of your overall accomplishments or to meet the highly qualifying criteria, you must attach copies of transcripts (online transcripts will be accepted) or proof of certification.

Only education from accredited and pre‑accredited institutions will be accepted. Foreign education must be evaluated for equivalency in the United States.
