Job Summary

Join the Texas Health and Human Services Commission (HHSC) as an Eligibility Advisor I – a role that supports vulnerable Texans seeking food, medical care, cash assistance, and other social services. The position is part of the Access and Eligibility Services division, which connects individuals to services that promote community integration and self‑sufficiency.

Key Responsibilities
  • Interview applicants and recipients in person or by phone to obtain financial and personal information for public assistance programs.
  • Collect data from multiple electronic sources and enter it into a computer‑based eligibility system.
  • Compute and authorize benefits based on eligibility determinations.
  • Process work in accordance with state and federal regulations, procedures, guidelines, and deadlines.
  • Perform additional duties as assigned.

  • Use fact‑finding techniques to obtain, evaluate, and relate information from applicants.
  • Read, understand, apply, and explain detailed regulations and policies.
  • Perform basic arithmetic functions.
  • Manage time efficiently by prioritizing tasks to meet deadlines.
  • Establish and maintain effective work relationships with colleagues.
  • Communicate effectively both verbally and in writing.
  • Follow written and oral directions and instructions.
  • Operate computers for data entry and utilize basic office software (Microsoft Word, Outlook, Excel).
  • Use Microsoft Teams and soft‑phone technology as part of daily tasks.
Education & Experience
  • High School Diploma or GED required.
  • Preferred: 60 semester hours (90 quarter hours) of college coursework.
  • Required:

    One year of customer service experience in public contact settings (e.g., retail, call center, clerical, hospitality, banking, receptionist). Equivalent: 30 semester (45 quarter) hours of college coursework may substitute for one year of required experience.
  • Preferred:
    Experience interviewing clients and collecting personal information in person or over the phone.
Additional Information
  • Eligible for telework under agency policy.
  • May require overtime, including weekends.
  • Must pass a fingerprint criminal‑history background check.
  • Applicants must not have a history of substantiated fraud against HHSC or related programs; any non‑fraud over payment balance must be repaid.
  • All positions require E‑Verify and I‑9 documentation on the first day of employment.
