The Proposal Manager will own the end‑to‑end development and submission of compliant, compelling proposals that clearly articulate Evo Tech’s value proposition to federal and commercial clients. This is a hands‑on role requiring strong writing, editing, and compliance skills, combined with project management expertise to keep fast‑paced efforts on track. Working closely with leadership and SMEs, the Proposal Manager will serve as the primary writer and organizer, ensuring proposals are delivered on time, accurate, and persuasive.
In addition to driving active pursuits, this role will build scalable processes, templates, and SOPs to strengthen Evo Tech’s proposal function. This is a 100% on‑site position based in San Antonio, Texas.
- Lead the full lifecycle of proposal development, from RFP/RFI analysis to final submission.
- Manage proposal schedules, timelines, and resources to ensure on‑time delivery of compliant and compelling proposals.
- Develop outlines, compliance matrices, and templates to align with RFP requirements and Evo Tech’s branding and messaging standards.
- Serve as the primary writer and editor for proposals, transforming SME input into clear, persuasive, and compliant narratives. While collaboration is key, this role requires someone who is comfortable taking ownership of the written product from start to finish.
- Review, edit, and refine proposal content for compliance, clarity, and persuasiveness.
- Ensure proposals meet all requirements outlined in RFPs, RFIs, and RFQs.
- Coordinate final production, formatting, and submission of proposals (hardcopy or electronic).
- Track proposal outcomes, monitor key metrics, and conduct post‑submission debriefs to identify areas for improvement.
- Maintain a proposal library and database of past submissions, wins, and lessons learned.
- Provide training and mentorship on proposal processes and best practices to junior staff.
- Utilize tools such as Sam.gov, Gov Win, eBuy, and VT Docs to monitor opportunities and ensure compliance.
- Support other contract‑ and proposal‑related tasks as needed.
- Provide writing samples or past work examples as part of the evaluation process.
- Bachelor’s degree in Business, Marketing, Communications, or a related field.
- Minimum of 5 years of experience in proposal management or a related role.
- Strong knowledge of the full proposal lifecycle (pre‑proposal, proposal development, post‑proposal).
- Demonstrated ability to work with little supervision, proactively drive deadlines, and independently manage the proposal development process.
- Exceptional written and verbal communication skills.
- Proven project management skills with the ability to manage multiple deadlines simultaneously.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe PDF.
- Familiarity with desktop publishing or graphics software is a plus.
- APMP or other professional proposal management certification.
- Experience with proposal management software tools.
- Prior experience supporting federal government or DoD proposals.
- Familiarity with Evo Tech’s industry and core service areas.
The Proposal Manager role is based on‑site in San Antonio, Texas. Overtime may be required to meet critical deadlines, particularly near submission dates. Occasional travel may be required for meetings, proposal reviews, or presentations. The position requires extended computer use, attention to detail under tight timelines, and frequent collaboration with team members both virtually and in person.
