The Senior Stormwater Program Manager plays an integral role in the Public Works Department’s leadership team and provides effective direction, control, and management over key stormwater engineering,esent water programs, and stormwater permit compliance for the City. Manages and practices a high-performing engineering and inspection team that supports, develops, and implements solutions to complex problems. Collaborates with all divisions of PW and other City Departments, and meets and confers with developers, contractors, engineers, and the community regarding City policies, regulations, procedures, and projects.
Work includes the developing long‑range strategic, programmatic, and capital improvement plans, directing operations, leading stormwater construction activities and projects, administering public stormwater policy, regulatory programs, managing budgets, adaptively managing programs, providing oral and written communications to a variety of audiences. Assures compliance with the City’s National Pollutant Discharge Elimination System (NPDES) Permit requirements and all local, state, and federal regulations.

- Manages and leads a high‑performing engineering and inspection team that supports, gives, and implements solutions to complex problems that arise regarding storm and surface water.
- Serves as a technical resource for department personnel블 city staff, other agencies, and the public by providing storm and surface water engineering advice and regulatory recommendations.
- Communicates with a wide variety of audiences and presents to City Council members, Commissioners.
- Represents the City at public meetings, open houses, and other venues including regional meetings.
- Participates in the development and administration of the departmental budget;
- Provides recommendations regarding the development, interpretation, and implementation of stormwater‑related policies and procedures.
- Assesses, plans, and implements best practice standards and assures compliance with all regulations; compiles and submits data, analyses, and city and regulatory reports.
- Determines utility rates, preparing all necessary materials, data, and projections to present to council for approval; leads and/or conducts a utility rate study every three (3) to five (5) years, as requested.
- Plans, directs, and implements all elements of the Stormwater Capital Improvement Program (CIP); prepares a long‑term (six to ten year) CIP, coordinating with department managers and interdepartmental
459 staff to integrate with Citywide planning efforts. - Oversees stormwater capital projects and programs, from planning phase through construction completion, utilizing industry standard project management methodologies and best practices.
