JOB SUMMARY

The Salinas AB109 Housing and Adult Employment Programs are community-based initiatives operated by Turning Point in partnership with the Monterey County Probation Department to support individuals transitioning from incarceration back into the community. These programs provide structured housing and employment services tailored to the unique needs of justice-involved adults. The co-ed housing facility accommodates up to 32 adult residents, while the employment program offers individualized support in job readiness, vocational training, and career placement.

The Case Worker plays a vital role in delivering direct housing-related services to program participants. This position reports to the Supervising Case Worker and works collaboratively with the Program Director and other team members to ensure high-quality, client-centered support. Key responsibilities include conducting applicant orientations, assisting with eligibility documentation, developing individualized service plans and housing plans, maintaining accurate client records, and facilitating referrals to community resources.

Case Workers also provide ongoing support to residents, monitor progress toward housing goals, and advocate for participants in coordination with the Monterey County Probation Department and other partners. The role requires strong interpersonal skills, attention to detail, and a commitment to empowering individuals through trauma-informed practices that promote housing stability and reduce recidivism.

ESSENTIAL JOB RESPONSIBILITIES

• Deliver direct housing services to participants, including individualized case management and development of client service plans and housing plans.
• Conduct comprehensive program orientation for all new participants within 3 business days of intake, ensuring they understand program expectations, resources, and goals.
• Complete a full client assessment within 3 business days of intake to identify needs, strengths, and barriers to housing stability.
• Develop an individualized program plan tailored to each client’s needs within 7 days of intake, outlining measurable goals and strategies for success.
• Facilitate intake process and support residents throughout their stay, including monitoring progress toward housing goals and preparing for discharge.
• Conduct bi-weekly case management reviews to evaluate progress, update plans, and address emerging needs.
• Maintain accurate and timely documentation of all services provided, in accordance with agency policies and program requirements.
• Provide referrals and linkages to community resources that support housing stability, personal development, and successful reintegration.
• Communicate regularly with the Monterey County Probation Department and other agencies involved in participants’ rehabilitation.
• Lead or co-facilitate group sessions focused on life skills, housing stability, and personal growth.
• Assist in coordinating placement services for individuals exiting the program to ensure continuity of care and housing stability.
• Monitor compliance with individualized service plans and program rules, addressing issues promptly and professionally.
• Report unusual occurrences or concerns impacting participant safety or program operations to the Program Director immediately.
• Will think and act quickly and efficiently in emergencies.
• Will drive on Agency business.
• Physical presence at the program is required.

ESSENTIAL JOB REQUIREMENTS

• A bachelor’s degree from an accredited or regionally approved college or university in the areas of social work, psychology, vocational rehabilitation, criminal justice, or a related field (OR) 2 years of case management experience with criminal justice involved or similar populations.
• Knowledge of best practices regarding reentry services and working with criminal justice involved individuals.
• Ability to supervise staff and work effectively with AB109 probation team and clients of diverse cultural backgrounds.
• Knowledge of laws and regulations pertaining to levels of consumer housing.
• Current certified training in emergency First Aid and CPR procedures, preferred.
• Ability to write substantive and grammatically correct reports.
• Ability to work with residents and staff members of diverse cultural backgrounds.
• Understand and follow complex oral and written instructions.
• Maintain accurate records, files, and databases.
