The City of Salinas is accepting applications for Plan Checker I/II. The current vacancy may be filled at either level based on candidate qualifications and departmental needs.
SalaryLEVEL I: $6,487 - $8,281/month
LEVEL II: $7,029 - $9,028/month
In addition to base pay, this position is eligible to receive certification pay of 2.5% for each additional job‑related certification not required for the position and contingent upon Department Director approval, for a maximum of 7.5%. for a complete list of benefits.
To perform plans examination to ensure compliance with the California Building Standards Codes, Referenced Standards, and city ordinances.
Distinguishing CharacteristicsLevel I:
This is the entry‑level class in the Plan Checker series. It is distinguished from the level II by performing the more routine and standardized plan checking tasks. Incumbents typically have limited plan check experience and work under supervision while learning the full range of job tasks.
Level II:
This is the experienced, journey‑level class in the Plan Checker series. It is distinguished from the level I by the ability to perform the more complex building plans examination work and projects.
Receives general supervision from the Supervising Plan Checker. Exercises no supervision.
Plan Review Responsibilities- Processes plan reviews and responds to a wide variety of requests for information and related inquiries, which includes questions at the counter
- Reviews residential and less complex commercial construction/building plans, specifications, and subdivision plot plans for compliance with established California Building Standards Codes, Referenced Standards and City Ordinances
- Assists departmental permit and plan review processing with other departments and appropriate agencies
- Maintains appropriate plans and supporting documents for record retention
- Prepares and presents effective oral and written reports
- Confers with builders, engineers, contractors, architects, and the public concerning site improvement construction/building codes and permit requirements
- Conducts field verifications
- Promotes and maintains safety in the workplace
- Performs related duties assigned
- Reviews commercial industrial building plans and the more complex projects and systems
- Conventional construction for residential construction, remodels, and additions; including mechanical, electrical, and plumbing and all other applicable adopted codes and construction practices
- Principles and practices of record keeping
- Construction for residential and commercial development, including adopted codes and construction practices
- Learn and utilize new computer programs and applications
- Exhibit sound judgment while reading and interpreting code requirements
- Establish and maintain effective working relationships
- Properly interpret and make decisions in accordance with laws, regulations, and policies with regard to improvements applicable to all private development
- Read, interpret, and review construction/building plans
- Suggest alternate forms of compliance with codes & ordinances
- Communicate clearly and concisely, orally and in writing
- Remain calm in stressful situations
- Understand and evaluate basic engineering design
Level I:
High school diploma/GED and two years of experience in building design, plan review or combination inspections. A Bachelor’s degree from an accredited college or university in engineering or architecture may be substituted for the required experience.
Level II:
High school diploma/GED and four years of experience in building plan review or design, or a Bachelor’s degree from an accredited college/university in Engineering or Architecture and two years of experience in building plan review or design.
Level I:
Obtain certificate as a Residential Plans Examiner (R3) by the International Code Council (ICC) within one year of date of hire.
