Utilities Department
The Deputy Utilities Director is a pivotal role in Salina, Kansas, charged with supervising the management & operation of both water & wastewater systems. This position involves impactful decision-making in daily operations, project supervision, & the engineering & financial analysis essential to maintaining these vital city services. The hands-on duties of mentoring a highly technical team, managing budgets, & implementing policies reflect this role’s critical importance to the community, contributing significantly to public health & infrastructure development.
This dynamic role not only emphasizes leadership & technical proficiency but also holds the exciting opportunity to positively shape the city's water resource management for future generations.
- Supervises staff & oversees & manages the operations of water (distribution & treatment) & wastewater (collection & treatment) systems under the direction of the Director of Utilities.
- Responsible for staff supervision, training, analysis, planning, budget, policies & procedures, special projects, & reporting; responsible for over 50 highly technical employees located at three different locations.
- Supervises staff, including recommending selection, training, assigning & evaluating work, mentoring, counseling, disciplining, & recommending termination.
- Plans, manages, & oversees daily operations of the water & wastewater systems, including the industrial & cross connection programs.
- Performs engineering & financial analysis & makes recommendations based on findings/conclusions.
- Assists with preparation of operating & capital budgets; oversees & approves expenditures; prepares financial forms & reports.
- Handles special projects as directed by the Director of Utilities.
- Assists with development & implementation of policies & procedures for area of responsibility; ensures compliance with same by staff.
- Provides analysis & input on projects; handles complaints related to projects.
- Reviews engineering submittals; monitors consultant design & construction project progress.
- Prepares or reviews specifications & drawings for purchase of equipment, materials, & facilities improvements.
- Maintains record system for assigned area; processes daily paperwork including reports, requisitions, & personnel information.
- Gathers & maintains information to support periodic & special reports documenting activities & events for area of responsibility.
- Attends or conducts staff, committee, & other professional meetings to exchange information, address & resolve problems/issues.
- Makes presentations to City Commission & other boards & commissions.
- Serves on the City’s Development Review Team (DRT).
- Acts as Department Director in Director’s absence.
- Bachelor’s degree in civil or environmental engineering from an ABET accredited university or a closely related engineering field.
- Registration as Professional Engineer in Kansas preferred but not required.
- Five (5) years of experience in management & engineering of water or wastewater functions or related fields.
- Must possess a valid Kansas driver’s license & a driving record that follows City requirements.
- Must live within 40-minute response time.
- Light, exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to negligible amount of force constantly to move objects.
DOQ EOE: $89,/yr.
Paid Time Off- 48 hours of vacation available upon hire; additional 48 hours earned during the year (96 hours in first year).
