Job Description
To assist in developing and implementing District Civil Rights programs. To ensure compliance in all program areas pertaining to Title VI and Title VII of the Civil Rights Act of 1964, the Americans with Disabilities Act, the Age Discrimination Act, Disadvantaged Business Enterprise, Environmental Justice, Limited English Proficiency, and on‑the‑job training and labor compliance.
How You Will Contribute- Assist the Civil Rights Manager: administer District Civil Rights programs in concert with the Civil Rights Manager and, in their absence, assume all responsibilities. Provide guidance and support through research, supervision, and liaison activities; coordinate service delivery and promote program performance. Ensure contractor compliance with all applicable civil rights laws and regulations; manage program planning, conduct studies and research, provide technical training and assistance;
and analyze and monitor all activities within the program’s scope. - District Civil Rights Program: assist in the administration, development and implementation of the District Civil Rights program, using specialized knowledge of the relevant laws, regulations, policies and procedures. Deliver the programs to local, state, federal organizations and private individuals.
- District Contract Compliance Program: assist in the administration and management of the Civil Rights Contract Compliance Program. Provide guidance to VDOT management and contractor employees; coordinate with Civil Rights staff on legal reviews, findings and actions; work with VDOT and contractors to resolve issues; review subcontract agreements; and administer enforcement of the program at the district level.
- Investigations: investigate complaints alleging violations of civil rights laws applicable to VDOT in concert with the Civil Rights Manager; conduct thorough investigations, provide conclusions and recommendations based on relevant policies and law.
- Ability to apply a wide range of program‑management techniques to monitor and evaluate a comprehensive Civil Rights program.
- Effective oral and written communication skills.
- Ability to establish and maintain effective relationships, gaining confidence and cooperation on difficult, complex and sensitive issues.
- Strong information‑gathering, fact‑finding, analysis and solution‑development skills.
- Problem‑solving, negotiation and counseling abilities on confidential matters.
- Knowledge of applicable civil‑rights laws, regulations, principles and policies.
- Proficiency with computers and web‑based applications.
- Analytical skills to evaluate complex issues and make recommendations to division management statewide.
- Self‑directed, able to work independently with minimal supervision.
- Strong written and oral communication skills for civil‑rights related matters.
- Proficiency with Microsoft Office.
- Knowledge of federal civil‑rights laws and regulations.
- Consulting, compliance‑identification and negotiation skills.
- Training, experience or education in Human Resources, Business, Law or a related field is desired.
- Experience managing a business office or leading administrative support functions.
- Experience with equal‑opportunity issues and concerns.
- Experience working within a highway construction environment.
