Job Description: Revenue Manager 2 – Commercial Vehicle Tax Program Branch Manager, Oregon Department of Transportation, Commerce and Compliance Division, Commercial Vehicle Tax Program Branch, Salem

Overview

The role involves overseeing diverse teams and core functions such as collections, audits and compliance. You will support the agency’s mission of delivering fair, efficient and accountable revenue administration for Oregonians and uphold values of integrity, service and continuous improvement. You will guide professionals and shape modern revenue operations that help Oregon thrive.

Responsibilities
  • Provide expert judgement, strategic planning and application of laws, administrative rules, policies and intergovernmental agreements for the branch.
  • Oversee multiple programs that generate more than $1.2 billion biennially for the Highway Trust Fund.
  • Set objectives, priorities and service standards for the branch in alignment with Oregon and federal laws.
  • Coordinate with legal entities to establish compliant policies and procedures.
  • Oversee people management including workforce planning, performance evaluations, succession planning and conflict resolution.
  • Recommend and develop policy, administrative rules and operational changes to agency leadership based on trends and risks.
  • Oversee complex appeals and high‑risk cases; recommend or authorize enforcement actions.
  • Represent the State before public, private, legislative and governmental bodies.
  • Assist in budget creation for the branch and monitor spending.
  • Coordinate with other states and agencies to ensure compliance with laws and regulations.
  • Travel to field locations as needed.
  • Hybrid work options available with 3 days per week in the office required.

Qualifications

Minimum qualifications: Six years of supervision, management or progressively related experience in revenue; OR Three years of experience in revenue and a bachelor’s degree in a related field.

Special qualifications: Driving is an essential function of this position. You must have a valid US driver license and an acceptable driving record. Pre-employment driving records checks will be conducted. License need not be Oregon-issued.

What we’d like to see: Demonstrated ability to develop and execute operational plans; experience leading supervisors and cross-functional teams; strong understanding of revenue operations and compliance; ability to use analytics and financial data to guide decisions; effective cross-division communication.
