* Seven years of supervision, management, or progressively related experience; OR
* Four years of related experience and a bachelor’s degree in a related field.
* Experience supervising staff, coaching, and fostering professional growth while managing performance and building high-functioning teams.
* Ability to develop and implement statewide procurement policies and standards that align with organizational goals.
* Proven leadership skills with experience fostering collaboration across agencies and resolving conflicts to build consensus.
* Demonstrated commitment to equity and inclusion, with experience implementing initiatives and using data to measure progress.
* Skilled negotiator with experience managing vendor relationships and engaging diverse partners.
* Experience with building compliance programs, particularly procurement compliance programs, and contract management.
* Strong analytical skills to interpret procurement data, inform decisions, and create dashboards or reports that promote transparency.
* Excellent communication skills, able to convey complex policy and technical information clearly to executive leadership, agencies, vendors, and the public.

* This recruitment is for one permanent, full-time, management service Procurement Manager 3 position, and may be used to fill future vacancies.
* The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%.
