We have an exciting opportunity for an experienced, dynamic Chief Nursing Officer to join our leadership team. This critically important position at our 750‑bed facility will impact the behavioral health field for all Oregonians. Oregon State Hospital (OSH) is a Joint Commission and CMS certified public psychiatric hospital that provides psychiatric evaluation, diagnosis, and treatment for adult and geriatric populations committed by Oregon courts as part of the state mental health system. OSH is the largest division of Oregon Health Authority with approximately 3,000 positions, 1,300 of which are in Nursing across two campuses.

Position Overview

The Chief Nursing Officer (CNO) provides executive direction and leadership in developing strategies to provide direct patient care and continuously improve care quality. As a member of the senior leadership team, the CNO is a key participant in strategic planning, program development and evaluation, regulatory compliance activities, and establishing policies and procedures to guide workplace practices. The CNO is directly accountable for the 24/7/365 delivery of Nursing Services across both campuses.

The CNO will engage with inter‑disciplinary teams to understand the systems and processes that support patient flow from admission through discharge, with intentional focus on safety, recovery, and compliance.

Leadership Responsibilities
  • Maintain responsibility, accountability, and authority for ensuring adherence to professional standards of practice and care.
  • Ensure regulatory agency compliance, quality accreditations, and adherence to applicable state, federal laws, and professional standards.
  • Provide executive leadership and organizational administration oversight of nursing department operations.
  • Coordinate with OSH Training and Education on staff education, development, and training programs.
  • Participate as an active member of the hospital’s governing bodies and committees.
Fiscal Management
  • Develop, review, and present budgetary reports for areas of responsibility.
  • Monitor expenditures from the current biennium approved budget.
  • Oversee nursing resource allocation and capacity management through staffing plans.
  • Create protocols for delivering safe and efficient use of staff to provide direct care.
Personnel Administration
  • Recruit, interview, select, and orient personnel for key nursing and clinical support department management positions.
  • Provide consistent performance feedback, goal setting, and position review for direct reports.
Cultural Responsiveness
  • Demonstrate recognition of the value of individual and cultural differences.
  • Ensure service delivery is culturally and linguistically responsive.
  • Pursue professional growth related to systemic racism and equity.
Work Environment

The position’s daily work is performed within a psychiatric hospital environment, involving unpredictable patient behavior. Hours may need to be flexed to complete time‑sensitive projects. Travel between Salem and Junction City weekly or bi‑weekly is required.

Minimum Qualifications
  • Seven years of management experience; or four years of management experience and a bachelor’s degree in Nursing, Public Health, or related field.
  • Oregon licensed Registered Nurse.
  • Eligible for education differential up to 9.5% base pay.
