Job Description

We invite applicants who bring diverse insurance knowledge to analyze and resolve issues for individual members of the insurance buying public, providing education and information that enables them to protect their rights. The coordinator will gather facts, assess the problem, and propose resolution solutions. Within an assigned region, the coordinator will identify gaps impacting underserved populations and address health inequities. Outreach includes collaborating with community engagement efforts and organizations that ensure systemically marginalized communities receive quality information to make informed decisions about health coverage options.

The Outreach and Education Coordinator also trains and supports Community Partners and Agents across the state that wish to assist in enrolling Oregonians into insurance programs. Partners include Grantees, Agents, Application Assisters, volunteer community organizations, medical providers, and other stakeholders. The position will support outreach in Hood River, Wasco, Sherman, Gilliam, Jefferson, Wheeler, Deschutes, and Crook counties, with a central worksite in Salem and the option for most work to be remote after initial training is complete.

This position falls under the Program Analyst 2 (PA2) classification. The salary range is $5,458 to $8,352 USD monthly. The information in your application will be used for an Equal Pay Analysis to determine placement upon hire.

What We Are Looking For

Minimum Qualifications
  • Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a related agency program degree and at least two years of experience coordinating or administering a program.
  • OR any combination of education and experience equivalent to five years that supports the required knowledge and skills.
  • A valid license, satisfactory driving record, and ability to travel and use state vehicles.
Desired Attributes
  • Extensive knowledge of insurance laws and regulations with current application.
  • Experience in training, presenting, and conducting community outreach.
  • Ability to use tact and diplomacy to gain cooperation while remaining firm and impartial in challenging situations.
  • Well‑versed in Oregon Health Insurance Marketplace products and policy positions.
  • Strong problem‑solving and communication skills, effective with diverse backgrounds under stress.
  • Sound judgment in complex or strained situations.
  • Background in technical insurance principles, practices, and regulatory requirements.
  • Advanced proficiency in developing, recommending, implementing, and evaluating effective plans and initiatives.
